Job Description
Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management (HS&EM) is recruiting for an Emergency Management Specialist - Lead 3 in our Planning Section. This position is in the Supervisory Unit (SU) bargaining unit at Range 18 and is open to Alaska Residents only. Please check our Definition FAQ to determine if you qualify.
What You Will Be Doing As the newest member of the HS&EM team, you will serve as the State’s Lead Planner for statewide efforts that transcend local jurisdictional and regional geographic boundaries. Responsibilities include:
Developing plans that analyze hazards of all types, studying and recommending mitigation measures, assessing response capabilities, and preparing appropriate response and recovery strategies.
Providing leadership and direction in statewide emergency management activities.
Coordinating with local, regional, and federal partners to ensure effective emergency responses.
Supporting the division’s mission to foster a prepared, resilient Alaska capable of meeting community and citizen needs during all-hazards events.

Additional Requirements Applicants must pass a federal background check for base access, may include fingerprinting, and must maintain the required clearance throughout employment. Valid Alaska driver’s license and proof of vehicle insurance are required if traveling by private vehicle. Certain positions may require a Common Access Card (CAC). Work may require periodic 24‑hour on‑call duty and travel to remote locations via small aircraft and boats, and may involve exposure to hazardous environmental conditions.
Minimum Qualifications
Two years of professional‑level experience mitigating, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events; or equivalent experience as an Emergency Management Specialist 2 with the State of Alaska.
Or three years of professional‑level experience creating contingency plans, conducting exercises, responding to events causing civil disruption or environmental disturbance, or directing recovery from such events.
Or a bachelor’s degree from an accredited college, plus two years of professional‑level experience as described above.
Valid Alaska driver’s license.
Some positions require a federal security clearance.
Work may require periodic 24‑hour on‑call duty and travel to remote locations in small aircraft and boats.
