Overview
GovCIO is currently hiring for a Requirements Manager to support modernization efforts. This position will be located in Hampton, VA on Joint Base Langley‑Eustis and will be a fully onsite position.
Responsibilities We are seeking a Requirements Manager to work at the intersection of innovation and precision, ensuring every product and service we deliver is built on a foundation of clear and actionable, and well‑managed requirements. This position is located at Langley Air Force Base, Hampton, Virginia.
Lead the requirements lifecycle; elicitation, analysis, documentation, and validation
Work closely with business stakeholders to ensure requirements reflect true business needs, and strategic objectives
Translate high‑level concepts into detailed functional, non‑functional, and technical requirements
Maintain a robust requirements management framework, including traceability matrices, baselines, and version control
Facilitate workshops, interviews and collaborative sessions to gather requirements
Collaborate with project managers, architects, developers, and QA teams to ensure alignment and clarity
Identify gaps, dependencies, risks and impacts associated with requirement changes
Support the development of user stories, use cases, workflows, and acceptance criteria
Ensure requirements adhere to regulatory compliance, and organizational standards
Serve as a communication bridge between technical and non‑technical stakeholders throughout the project timeline
Excellent communication and interpersonal skills
Ability to work in a fast‑paced environment
Qualifications High School with 9+ years (or commensurate experience)
Required Skills And Experience Clearance: TS/SCI
DoD 8140 IAT Level II certification (Security+ CE, CCNA-Security, CySA+,CND, )
Experience in developing and managing scope, objectives, and requirements
Familiarity with agile and waterfall methodologies
Proficiency with requirements management tools
Preferred Skills And Experience
Strong problem‑solving and decision‑making capabilities
Ability to prioritize tasks and meet project deadlines
Experience with DOD Networks (NIPR, SIPR, JWICS)

Posted Pay Range: USD $108,310.00 - USD $120,000.00 /Yr. The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job‑related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at‑will position” and GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
