The primary purpose of the Harnett County Department of Social Services is to provide through programs and services public assistance to citizens of Harnett County. Harnett County Department of Social Services is responsible for Children’s Protective Services, Foster Care and Adoption, Services for Adults, Aged and Disabled individuals, Adult Protective Services, Child Support Services, Child Care Subsidy, determining eligibility for Public Assistance (TANF, Medicaid, Food Nutrition Services, LIEAP, Crisis Intervention and General Assistance) and for the full range of social and supportive services.

The primary purpose of this position is to serve as a senior administrator who will supervise and monitor the internal operations of the agency to ensure efficient and effective management of the agency. The Director assigns to this position high-level management assignments/responsibilities regarding administrative and program functions allowing the Director to focus on the broader areas with the State via collaboration to benefit local DSS agencies. The employee’s work is reviewed and supervised by the agency Director. Planning, organizing, implementing, managing, and directing effective department fiscal needs, technology needs, personnel needs and issues, safety, security, administrative operations and activities are all major functions of this position.

The employee will provide information to the County Public Information Officer to disseminate to the public regarding programs and services administered by the local DSS. The employee is responsible for planning, coordinating, implementing and evaluating a variety of human services programs and community planning. Work includes the administrative direction of Program Managers/Program Administrators, Clerical Supervisor, Accounting Clerk and staff in the Program Integrity (Fraud) unit. Assume overall agency responsibility in absence of Agency Director.

Hiring Range: $97,366.00

RESPONSIBILITIES AND DUTIES:

Performs difficult, complex professional, executive and managerial work planning, organizing, managing internal fiscal needs, personnel needs, and administrative operations under the direction of and through delegation from the Social Services Director. Helps the Director develop, prepare, present, and manage the Social Services’ annual budget. Work is performed under the general supervision of the Social Services Director. Supervise all Program Managers/Program Administrators, Clerical Supervisor, Accounting Clerk and staff in the Program Integrity (Fraud) unit.

Essential Functions

Planning, organizing, implementing, managing, and directing effective department fiscal, IT, human resources, safety, security, administrative operations and activities. Providing leadership and direction for department fiscal, human resources and administrative standards, processes, and controls. Supervising, directing, training, evaluating division staff and has substantial influence in hiring and employment decisions. Developing and prioritizing division objectives, work standards and performance criteria. Has authority to act for the director in personnel and management team matters in the director’s absence. Works with director and program administrators to plan and ensure organizational effectiveness regarding all administrative, operational issues and service. Developing, preparing, presenting, managing, and monitoring the department’s budget and IT needs. Works with director and program administrators to determine needs, develop budget, report revenue and spending variations for prompt action and resolution, and make adjustment recommendations. Work closely with the Finance Office in the county. Manage continuing implementation of state and county software (NC FAST, Northwoods) in the agency. Responsible for special projects as assigned by the director including intergovernmental relations, community relations and work with County Public Information Officer regarding media relations. Oversees the compilation, submission, and maintenance of a variety of departmental reports. Ensuring accurate processing, maintaining and auditing of various departmental financial reports and records. Ensuring compliance with local, state and federal fiscal and personnel regulations; maintaining confidentiality; preparing and maintaining a variety of systems, reports, records and files.

Accuracy Required in Work: Exactness and accuracy are required in all aspects of duties performed. Numerical accuracy is required in work with budget, reimbursement reports, grants, and other statistical reports. Accurate interpretation of program, agency, county, state and federal policies, regulations, laws, etc. is critical. Consequence of Error: Inaccurate interpretations or incorrect information or procedures may result in law suits or claims against the agency, loss of credibility, loss of funding, inappropriate use of agency resources including staff, equipment, and funding. Instruction Provided to Employee: Instructions are provided to the employee both verbally and in written form by the Director through regular conferences, and at agency management team meetings. Instruction is received through attendance at meetings, workshops, county state policy material and from county, regional and state staff. Guides, Regulations, Policies and References Used by Employee: N.C. General Statutes, ADA, FLSA, EEO, OSHA, N.C. DSS, fiscal service and income maintenance manuals, County Personnel Ordinance, Agency Personnel Handbook and all other correspondence from the local, state and regional level that effects the position. Supervision Received by Employee: The Deputy Director is a relatively independently functioning position under the direct supervision of the Director. Supervision is provided through regular conferences and annual performance evaluations. Variety and Purpose of Personal Contacts: Frequent contact with county DSS board members, county management staff, directors and/or top management in other counties, community leaders, attorneys, state and federal congressional representatives, regional and state office staff, clients, other local agency administrators, media, court personnel and the public. Sensitive problems and issues that may be discussed, resolved, negotiated or enforced may be related to service issues of authorization for medical treatment of children and adults in agency custody, personnel issues involving disciplinary action, disposal of unclaimed bodies, additional or termination of programs or services to the community, etc. Physical Effort: The physical requirements of this position are considered as sedentary work with occasional lifting up to 10 pounds. Work involves sitting most of the time. Work Environment and Conditions: Work is performed in a private office near the Director’s office. The office meets the requirements of state recommended standards for management office space. No environmental hazards exist. Employee would be subject to potential harmful acts from dissatisfied and/or mentally impaired clients when responding to requested staff assistance. Machines, Tools, Instruments, Equipment and Materials Used: Personal computer, calculator, copier, scanner, audio-visual aid equipment, telephone, cellular phone, and iPad. Visual Attention, Mental Concentration and Manipulative Skills: Close visual acuity is required to perform activities such as preparing and analyzing data, viewing computer terminal and reviewing reports, regulations, and correspondence. Intense mental concentration is required in planning, developing and implementing strategies, dealing with intense public relations areas, personnel counseling and disciplinary actions. Safety for Others: Decisions are made daily by agency staff that affects the lives of clients. The Program Administrator is responsible for ensuring that appropriate guidelines are in place and adequate training has been provided to assist staff in making critical decisions, which might prove to be harmful. Also responsible for assisting in the monitoring of agency facilities and policies for compliance with OSHA and ADA regulations to ensure the safety of clients and staff. Dynamics of Work: The agency is affected on a constant and ongoing basis by changes in methodology, rules, regulations, laws, shifting program emphasis, new programs, changes in technology, etc. Program changes occur due to action of the NC Social Services Commission, the Social Services Board, the Board of County Commissioners, Congress, and the NC General Assembly. Program and policy changes impact the client population as well as staffing patterns, budgeting and workloads. Social changes, fluctuation of the economy, and influx of migrant population, computerization of work all have direct impact on staffing and the need to analyze organization and program needs.KNOWLEDGES, SKILLS & ABILITIES AND TRAINING & EXPERIENCE

Requirements

Comprehensive knowledge of the theory, principles, methods and practices of social work and of laws, ordinances and regulations governing human services management. Considerable knowledge of the organization and structure of local, state and governmental agencies. Knowledge of the principles and techniques of human capital management and public or business administration. Knowledge of the department’s organization, operation and objectives; of purchasing practices and procedures; and contract administration. Working knowledge of office equipment, computers, and applicable software applications. Ability to develop and organize information and data ; to use Microsoft Office products, especially Word, Excel and PowerPoint; to exercise discretion and sound judgment in analyzing situations and making decisions; to direct employees in the various areas of responsibility; to write clear and concise reports; to communicate ideas effectively both orally and in writing; to collect, summarize and present detailed information; to maintain detailed records; to plan and execute work effectively; to maintain confidentiality; to attend work regularly; and to develop and maintain effective working relationships with state and local officials, associates, subordinates, and the general public.

Considerable knowledge of social work principles, techniques, and practices and their application to casework problems. Required Minimum Training

Master’s degree in public administration, social work or human services field and two years of management experience in a human services agency or business with a preference for one year of management experience in a human services agency; or, graduation from an accredited four-year college or university with a human services, business or related degree and four years of management experience in a human services agency or business with a preference for two years of management experience in a human services agency.

Work Schedule:

Exempt status position. Normal working hours are 8:00 a.m. to 5:00 p.m. The position requires an individual to have a flexible work schedule and attend out of town and night meetings as needed.

Change In Responsibilities Or Organizational Relationship

The position is designed to place greater emphasis on assisting the Director in carrying out delegated functions, oversight and administration of the personnel needs and issues, technology needs, fiscal needs and services of the agency in addition to disaster response of the agency and the overall administration.

Handle specific projects, which can range from designing the utilization of office space to handling local hearing and appeal cases, to developing contracts and grants for the agency. Provide leadership to various work groups within the agency who are developing various strategies for improvement or solving agency problems.

Typical Tasks

Serves as liaison with County Administration, County IT, County Finance, Human Resources, Emergency Management, Safety & Risk Management and General Services ensuring that internal procedures are integrated with county strategies, policies, and procedures.

Works with the Director to develop and implement agency policies and procedures. Reviews, modifies, and/or develops internal financial and personnel policies, systems, and procedures.

Tracks and provides reports to Social Services Director on performance measures.

Responds to inquiries and complaints providing information and assistance.

Attends monthly management team meetings and helps the Director plan the future direction of the department.

Attends meetings as required outside the agency.

Performs other related tasks as required to potentially include but not limited to emergency shelter operations.

Provide guidance and training to Program Managers/Program Administrator in making quality departmental improvements. This involves scheduled training on an on-going basis and providing regular consultation as needed.

Assist the Director in the planning, implementation and evaluation (take lead responsibility, as team leader, for the quality evaluation team) for the agency’s annual plan of work.

Works directly with Program Managers/Program Administrators, evaluates their individual performance and various program compliance and keeps the Director advised as to the effectiveness of current programs. Initiates necessary changes required toward the improvement of programs, assesses agency need and make recommendations to the Director.

In conjunction with the Agency Director and Program Managers/Program Administrators, plans for and ensures institutional effectiveness with regard to all administrative, operational issues and services.

Has the authority to act for the Director in personnel and management matters in the Director’s absence. Employee is responsible for special projects as assigned by the Director, the physical building and the safety of all staff and clients. Provide grant management and contract monitoring with Program Managers/Program Administrators.

Other duties as assigned by the Director.

Public Relations

This position acts as the official spokesperson for the agency in the absence of the Director. This position would work closely with the County Public Information Officer regarding media requests in the Director’s absence or when assigned by the Director. Consultation occurs with Director and county/agency attorney as needed.

Second, this position has the lead responsibility for community education and agency marketing efforts. This position handles public complaints or concerns that would normally go to the Director by investigating situations and analyzing public feedback for complaints. Handle complaints from clients and the community, particularly when questions of liability or discrimination are raised that would normally go to the Director. Assist in developing training plans, procedural change for other actions as indicated by feedback. Develop formal mechanism for soliciting community feedback.
