Role Description EvoTech is seeking a
Technical Proposal Writer
to support the company’s federal growth strategy by developing high-quality, compliant proposal responses for government solicitations.
This role collaborates closely with business development leadership, proposal coordination support, and technical subject matter experts (SMEs) to translate complex technical solutions into clear, compelling proposal narratives aligned with federal requirements and evaluation criteria.
The Technical Proposal Writer participates in the
full proposal lifecycle , including solicitation analysis, storyboarding, proposal development, and color review processes. This role also supports the development of EvoTech’s internal proposal infrastructure, including reusable proposal libraries, past performance narratives, key personnel resumes, and standardized proposal templates.
This position offers the opportunity to contribute directly to EvoTech’s federal growth initiatives while developing expertise in government proposal development and capture strategy.
This position is
hybrid in San Antonio, Texas , with telework available at management discretion.
Develop compliant technical proposal responses for federal solicitations, including
RFPs, RFQs, and RFIs .
Collaborate with technical SMEs and program leadership to gather and translate complex technical solution information into clear proposal narratives.
Participate in the
full proposal lifecycle
from solicitation release through final submission.
Support proposal storyboarding sessions and assist in the development of win themes, solution messaging, and proposal structure.
Participate in
proposal color review processes , including Pink, Red, and Gold Team reviews, and incorporate reviewer feedback to strengthen proposal quality and compliance.
Ensure proposal responses clearly address customer requirements, evaluation criteria, and technical objectives.
Technical / Functional Tasks Analyze federal government solicitations to identify proposal requirements, compliance factors, and response strategies.
Write and edit proposal sections including
technical approach, management approach, and solution descriptions .
Develop and maintain
proposal compliance matrices, outlines, and response structures
to ensure all solicitation requirements are addressed.
Assist in developing and maintaining
proposal boilerplates, reusable content libraries, past performance narratives, and key personnel resumes .
Ensure proposal responses are compliant, well-structured, and aligned with customer priorities and evaluation methodologies.
Support document formatting, version control, and proposal organization throughout the development lifecycle.
Work closely with EvoTech leadership and proposal teams to support proposal schedules, document management, and coordination activities.
Collaborate with
technical SMEs, program managers, and business development personnel
to gather accurate technical and operational information.
Maintain organized documentation of proposal materials within EvoTech’s internal proposal repository.
Support coordination across proposal stakeholders to ensure timely completion of proposal sections and deliverables.
Support the development and maturation of EvoTech’s
proposal infrastructure , including templates, standardized processes, and reusable content libraries.
Assist in implementing and reinforcing
Shipley proposal methodology
across proposal activities.
Identify opportunities to improve proposal quality, development efficiency, and overall
win probability .
Contribute to lessons learned and proposal improvement initiatives following proposal submissions.
Requirements Education Bachelor’s degree in
Communications, English, Business, Information Technology, Cybersecurity, or a related field.
Equivalent professional experience may be considered in lieu of a degree.
Experience 3–5 years of experience supporting
federal government proposals within a GovCon environment.
Experience participating in the
full proposal lifecycle , including solicitation review, writing, editing, and submission.
Experience writing
technical proposal sections for federal IT, cybersecurity, or technology services opportunities.
Experience collaborating with
technical SMEs and business development teams
during proposal development.
Technical Skills Proficiency with
Microsoft Office Suite , including Word, PowerPoint, and Excel.
Experience supporting
RFP analysis, compliance matrices, storyboarding, and proposal writing .
Familiarity with
proposal collaboration tools, document management systems, and version control processes .
Understanding of federal procurement processes and proposal compliance requirements.
Soft Skills Exceptional
technical writing and editing ability .
Strong
analytical, organizational, and problem-solving skills .
Ability to collaborate effectively with cross-functional teams and technical SMEs.
High attention to detail with strong focus on
accuracy, compliance, and deadlines .
Ability to work efficiently under
proposal-driven deadlines and fast-paced environments .
Certifications Shipley proposal training or familiarity with Shipley proposal methodology preferred.
Clearance Requirement Must be able to
obtain and maintain a U.S. Government security clearance
if required by future contract work.
Preferred Qualifications Experience writing proposals for
federal IT services, cybersecurity, or application development opportunities .
Experience supporting
small to mid-sized government contractors .
Experience developing
past performance narratives, management plans, and key personnel resumes .
Familiarity with
Shipley color review processes
and structured proposal development methodologies.
Working Conditions This role is

Occasional overtime may be required to support
proposal deadlines and submission schedules .
Extended computer use and collaboration sessions are expected during active proposal development periods.
