City of Millersville Police Captain – Job Description Job Title: Police Captain Department: Millersville Police Department Reports To: Chief of Police FLSA Status: Exempt – Command Staff Salary Range: $72,000 – $80,000 Annually

Position Summary The Police Captain serves as the second‑in‑command of the Millersville Police Department and provides operational and administrative leadership under the direction of the Chief of Police. The Captain is responsible for ensuring accountability, operational readiness, professional standards, accreditation compliance, asset integrity, and consistent execution of departmental policy. The Captain supports the strategic direction and operational priorities established by the Chief of Police while providing leadership and oversight to supervisory personnel. In the absence of the Chief, the Captain assumes command authority.

Essential Duties And Responsibilities The following duties are representative and not exhaustive. Additional responsibilities may be assigned by the Chief of Police.

Executive Leadership & Command Oversight

Provide command‑level supervision over Patrol Operations, Investigations, and Support Services as assigned.

Supervise and provide oversight to supervisory personnel and designated command staff.

Ensure consistent enforcement of departmental standards and expectations.

Serve as Acting Chief of Police when designated.

Respond to major incidents and assume Incident Command when appropriate.

Organizational Accountability & Professional Standards

Ensure compliance with departmental policies, Tennessee POST standards, and applicable laws.

Conduct or oversee internal investigations as assigned by the Chief.

Review disciplinary matters and ensure consistent application of departmental policy.

Monitor supervisory documentation, evaluations, and corrective actions.

Identify operational deficiencies and implement corrective measures.

Policy Development & Accreditation

Assist the Chief of Police in developing and implementing departmental policies.

Ensure compliance with Tennessee Law Enforcement Accreditation (TLEA) standards.

Oversee policy distribution and acknowledgment compliance.

Conduct periodic inspections of high‑liability areas.

Operational Administration & Asset Oversight

Coordinate staffing allocation, scheduling, and resource management.

Review and approve reports, use‑of‑force documentation, and required submissions.

Monitor overtime usage and staffing efficiency.

Oversee fleet readiness, vehicle maintenance tracking, and equipment accountability systems.

Ensure proper oversight of the evidence and property function, including compliance with chain‑of‑custody and audit requirements.

Assist the Chief in identifying and evaluating grant opportunities and alternative funding sources that support departmental priorities.

Support implementation and compliance requirements associated with awarded grants.

Assist with budget preparation and capital planning as directed.

Training, Development & Recruitment

Ensure compliance with required in‑service and specialized training.

Promote leadership development within supervisory ranks.

Assist with hiring processes and promotional evaluations.

Support recruitment efforts through professional representation of the department.

Community Engagement & Public Safety Outreach

Oversee and coordinate structured community engagement initiatives, including the Citizens Police Academy, Coffee with a Cop, neighborhood meetings, business outreach, and other public safety programs.

Ensure outreach efforts are organized, documented, and aligned with departmental goals.

Assign supervisory oversight and ensure appropriate staffing for community engagement events.

Assist the Chief with public messaging and community relations efforts as directed.

Chain of Command The Police Captain reports directly to the Chief of Police and exercises command authority over assigned personnel and divisions.

Minimum Qualifications

Tennessee POST Certified Law Enforcement Officer in good standing.

Minimum of ten (10) years of progressively responsible law enforcement experience.

Minimum of five (5) years in a supervisory or command‑level capacity.

Demonstrated experience supervising personnel and managing operational functions.

Valid Tennessee driver’s license with acceptable driving record.

Preferred Qualifications

Bachelor’s degree in Criminal Justice, Public Administration, Leadership, or related field.

Graduate of a recognized command‑level leadership program (e.g., FBI National Academy, Southern Police Institute, Northwestern School of Police Staff & Command, Tennessee Association of Chiefs of Police (TACP) Leadership Program, or equivalent executive‑level training).

Experience supervising supervisory personnel preferred.

Experience with accreditation processes, policy development, and organizational administration.

Experience with RMS systems, digital evidence platforms, and data‑driven policing strategies.

Work Requirements

Ability to perform the essential functions of a sworn law enforcement officer.

Availability to respond to critical incidents outside normal business hours.

Primary work location: Millersville, Tennessee.
