JOB SUMMARY The Personal Property Specialist will be assigned professional-level work where employees are responsible for processing business personal property, including in-person inspections on behalf of the Oklahoma Tax Commission. This critical role is generally performed with a high degree of technical and administrative freedom to plan, develop, and organize all phases of the work necessary for completion within broad program guidelines.

The Ad Valorem Division is responsible for oversight of the general administrative functions of the office, and the general oversight of the property tax in Oklahoma.

DUTIES AND RESPONSIBILITIES The functions performed by employees in this job family will vary, but may include the following:

Screens, audits, and processes applications for Exempt Manufacturing programs

Travels to Exempt Manufacturing facilities for required in-person inspections a few months per year as part of the Exemption Program

Examines, investigates, and reviews records, reports, and management practices to ensure compliance with state rules and statutes

Determines proper business personal property classifications

Provides assistance to county officers with personal property questions

Visits to county offices may be required

Maintains records for business depreciation schedules and business personal property classes

Produces and maintains Business Personal Property Schedule and other publications as required by state statute

Assists at various events throughout the year pertaining to business personal property, including the Annual Educational Conference

Appropriately addresses internal and external customer issues while respecting business needs, especially as it relates to business personal property

Evaluates relevant data and aspects of situations and make appropriate decisions

Other similar duties as assigned.

MINIMUM QUALIFICATIONS

A bachelor’s degree in accounting, finance, business/public administration or a closely related field.

OR advanced accreditation for Oklahoma County Assessors and Deputies as certified by Oklahoma State University Center for Local Government Technology; PLUS, one year of experience in the business personal property unit of an assessor’s office or closely related work.

OR an equivalent combination of education and/or experience, substituting one year of experience in the business personal property unit of an assessor’s office or closely related work for each year of the required education.

PREFERRED QUALIFICATIONS Preference may be given to applicants who have experience in a County Assessor's Office and/or are OSU CLGT accredited in the Assessor Training and Accreditation (ATAP) program.

POST EMPLOYMENT QUALIFICATION/CERTIFICATION Per State Statute (68 O.S., Section 2816), employees who hold this position must obtain initial and advanced accreditation for Oklahoma County Assessors and Deputies as certified by Oklahoma State University Center for Local Government Technology within the first 18 months of employment at the cost of the agency. Advanced accreditation renewals will also be required every three years at the cost of the agency.

PHYSICAL DEMANDS Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 10 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS This position requires extensive travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and

able to BOTH work on-site

and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
