PRIMARY RESPONSIBILITY
Direct the activities and processes associated with research, development, and operations of the Full-Time Equivalent (FTE), Certified/Classified Personnel Information (CPI), certification, local school allotments, and other related areas including advising central office and local schools regarding FTE funding while providing training for local school personnel concerning data reporting processes.
JOB QUALIFICATIONS
License and Certifications
Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission (Required)
Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP (Preferred)
Education
Bachelor's Degree in related field (Required)
Master's Degree in related field (Preferred)
Knowledge, Skills, and Abilities
High degree of skill in oral and written communication
High degree of skill in organization and problem-solving
Demonstrated knowledge and skill with computer software to include PeopleSoft and Microsoft Office Suite
Demonstrated leadership experience
Ability to understand, analyze, and interpret the impact of state and federal data reporting regulations on educational business processes
Ability to effectively analyze information and data and respond to questions, prepare reports, and provide cross-divisional assistance with educational processes
Ability to conduct presentations to leadership
Ability to translate needs and challenges into creative solutions
Work Experience
5 years of progressively responsible experience, including supervisory responsibilities, in business administration, human resources, or a related field (Required)
Experience working in large organizational settings (Preferred)
Essential Job Duties
Essential Function
Direct the FTE state data reporting process.
Ensure all data is reported within the state deadlines.
Keep abreast of all changes to local, state, and federal rules, regulations, and laws relating to data reporting.
Ensure all reported data is accurate and complete.
Direct the CPI state data reporting process.
Ensure all data is reported within the state deadlines.
Keep abreast of all changes to local, state, and federal rules, regulations, and laws relating to data reporting.
Ensure all reported data is accurate and complete.
Direct the central office divisions and local schools on state and federal reporting requirements.
Provide assistance to school administrators on state funding formulas to maximize FTE allotments.
Represent the district at relevant state and federal meetings on data collection.
Serve as a resource for training and support to local schools and central office personnel on data reporting.
Utilize data to identify areas requiring improvement.
Direct the allotment process for all elementary school, middle school, high school, and central office staff.
Prepare and maintain an annual allotment based on enrollment projections and current allocation formula using computer-based systems.
Provide consultation to administrators regarding point distribution and staffing patterns.
Oversee the distribution of allotment sheets to all principals, staffing directors, and program managers.
Provide reports and records as required by state and federal agencies including, but not limited to, the Job Openings Labor Turnover Report, Occupational Employer Report, and the EEO-5 report from all public elementary and secondary school districts which indicate the composition for their work forces by sex and by race/ethnic category.
Direct the district's certification process.
Field customer issues/questions concerning allotments and CPI data and determine appropriate
course of action.
Maintain regular contact with customers and stakeholders to ensure appropriate and essential
communication.
Direct the continuous improvement efforts for all departmental processes.

While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk.
