Key Responsibilities
Strategic Program Leadership
Lead the MSP delivery strategy for a state‑run higher education institution, ensuring alignment with institutional priorities, regulatory mandates, and workforce needs.
Serve as the primary executive liaison between the MSP organization and senior stakeholders (HR, procurement, academic administration, finance).
Contingent Workforce Management
Oversee the end-to-end contingent labor program, including requisition intake, talent acquisition, onboarding, assignment management, and offboarding.
Optimize talent supply strategies to support academic, administrative, and operational roles across multiple campuses and departments.
Governance & Compliance
Develop and enforce governance frameworks, approval workflows, and reporting processes aligned with state procurement rules, audit requirements, and higher education policies.
Ensure compliance with labor regulations, classification requirements, and institutional risk‑mitigation standards.
Supplier & Vendor Ecosystem Management
Lead supplier governance including scorecards, quarterly business reviews, performance KPIs, and continuous improvement initiatives.
Manage vendor rationalization, contract renewals, and cost‑model optimization to support institutional fiscal stewardship.
Operational Delivery Excellence
Oversee day‑to‑day MSP operations and service delivery teams, ensuring SLA attainment, process adherence, and consistent quality across all program services.
Manage multimillion‑dollar spend portfolios with emphasis on cost containment, savings tracking, and value realization.
Technology & VMS Optimization
Drive adoption and optimization of the institution’s Vendor Management System (VMS), ensuring data integrity, workflow efficiency, and system governance.
Partner with IT, procurement, and HRIS teams on integrations, enhancements, and reporting automation.
Executive Reporting & Stakeholder Engagement
Produce executive‑ready reporting, dashboards, and insights tailored for institutional leadership, state agencies, and governance committees.
Present program outcomes, trends, risks, and recommendations to senior leaders, procurement councils, and oversight boards.
Change Management & Institutional Integration
Lead change initiatives related to process improvement, policy updates, vendor ecosystem changes, or technology deployment.
Ensure alignment between MSP operational practices and the culture, governance expectations, and decision‑making structures of a state‑run institution.
KPI Development & Monitoring
Establish, track, and report KPIs such as:
Fill rate, time‑to‑hire, and workforce quality metrics
Budget adherence, cost savings, and rate rationalization outcomes
Supplier performance, diversity participation, and compliance adherence
VMS utilization, process efficiency, and cycle‑time improvements
Audit readiness and regulatory compliance metrics
Qualifications
8–12+ years of experience in MSP program management, workforce solutions, or large‑scale contingent workforce delivery.
Proven ability to lead outsourced service delivery programs supporting public‑sector or higher‑education clients (preferred).
Expertise in governance, supplier management, rate modeling, and contingent labor compliance.
Strong leadership capabilities with experience managing cross‑functional teams and executive‑level relationships.
Proficiency with VMS platforms (Beeline, SAP Fieldglass, Workday/VNDLY, 3SS) and related workforce technologies.
Exceptional communication, business acumen, and executive presentation skills.
Preferred Skills
Experience supporting state‑run institutions, public higher education systems, or government procurement environments.
Background managing complex stakeholders and governance boards.
Familiarity with VMS systems, workforce analytics tools, and digital process automation.
Knowledge of labor regulations, public‑sector procurement rules, and contingent workforce compliance requirements.
What we offer
We offer base compensation of $120,000 plus bonus dependent on upon achievement of budget and MBOs.
