JOB PURPOSE:
Under the supervision of the Director of Grants & Contracts, the Proposal Manager of Community Housing and Support Services will administer and execute the organization's assigned line of service grants and contracts processes. Primary Responsibilities include: Organize and successfully execute assigned program grants and contracts applications, including well-written, comprehensive narratives with timely submissions. Will be the lead point of contact for Senior Directors and Business Development staff with proposal preparation, award administration, reviewing government and non-government issued cooperative agreements and contracts; coordinating approval processes for pre-award and post-award actions.
The ideal Proposal Manager should demonstrate excellent attention to detail, writing abilities, editing abilities, and should possess knowledge of private, public, and government contracts, proposal and grant requirements.

ESSENTIAL QUALIFICATIONS:
EDUCATION:
- Bachelor's degree in business, management, or other social or human services fields.
EXPERIENCE:
- 5+ years' experience working with grants, contracts and at a local, state, and federal level, including a basic understanding of fundamental grant and contract regulations.
- Experience in Housing and knowledge of factors that increase risks for homelessness.
- Demonstrated experience in local, state, and federal procurement or grant/contract activities, including proposal writing, pricing, and market analysis (2 + years).
- Experience in handling multiple projects simultaneously under tight deadlines.
- Strong organization and project management skills.
- Highly proficient in Customer Relationship Management Systems
- Strong computer skills, including experience maintaining and manipulating a database. Highly proficient in Microsoft Office (Word, Excel, and Outlook) and relevant software.
- Experience/background working with HUD or regional housing CoC's, regional or local governmental agencies managing ESG, CDBG, Cares Act, TCAC, etc.
- Prefer public housing authority, community development, non-profit supportive housing program background.
- Prefer experience in managing HUD supportive housing contracts, technical E-Snaps, eLOCCS, Sage, HMIS, SaleForce, New Project and Renewal Project submissions.
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.
LICENSES: Driver's License with clear record. Project Management Professional certification (preferred).
OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates.
