Property Manager – Large Affordable Housing Community

Position Overview We are seeking an experienced Property Manager to oversee operations at a large affordable housing community. The Property Manager will lead all on‑site operations, supervise property management and maintenance staff, maintain regulatory compliance, and serve as the primary liaison between residents, management, and construction teams during the improvement program. This role requires strong leadership, experience with large‑scale affordable housing operations, and the ability to manage complex property operations.

Key Responsibilities Property Operations

Manage the day‑to‑day operations of a large residential community consisting of multiple highrise buildings.

Supervise onsite staff including assistant property managers, administrative staff, maintenance personnel, and porters.

Ensure high standards of building operations, resident services, safety, and cleanliness.

Monitor property performance including rent collection, occupancy, delinquency management, and operational expenses.

Prepare and review monthly operational and financial reports.

Affordable Housing Compliance

Ensure compliance with applicable affordable housing regulations including Section 8, subsidy programs, and other regulatory requirements.

Oversee leasing activities, income certifications, recertifications, and resident file compliance.

Maintain accurate documentation and prepare for regulatory audits and inspections.

Work with compliance teams to ensure adherence to housing program guidelines.

Construction & Capital Improvements

Coordinate closely with construction teams.

Facilitate scheduling and access to apartments for rehabilitation work.

Communicate construction timelines and anticipated impacts to residents.

Address construction‑related issues and ensure minimal disruption to daily operations.

Participate in regular coordination meetings with project teams.

Resident Relations

Serve as the primary point of contact for residents regarding property operations and renovation activities.

Foster positive relationships with residents and community representatives.

Conduct resident meetings and provide updates regarding building improvements and operational changes.

Address resident concerns promptly and professionally.

Facilities Oversight

Oversee maintenance operations and preventative maintenance programs.

Monitor building systems including elevators, heating systems, and electrical infrastructure.

Ensure contractors meet safety, quality, and performance standards.

Maintain building conditions across apartments, common areas, and grounds.

Qualifications

Bachelor’s degree preferred in Property Management, Business Administration, Urban Planning, or a related field.

12 years of property management experience, preferably in affordable housing or large multifamily properties.

Experience managing large residential properties (800+ units strongly preferred).

Strong knowledge of HUD programs, Section 8, or other affordable housing compliance programs.

Experience managing properties during occupied rehabilitation or major capital improvement projects preferred.

Experience supervising unionized building service staff, including personnel represented by Service Employees International Union Local 32BJ.

Familiarity with property management systems such as Yardi or similar platforms.

Strong leadership, organizational, and problem‑solving skills.

Excellent communication and resident engagement skills.

Bilingual ability (e.g., Spanish) is a plus.
