Job Description The selected candidate will work as an FMS Case Manager supporting Project Management (PM) Office Aviation Mission Systems and Architecture (AMSA) International office through Thompson Gray. Responsibilities include contributing to case writing and execution; developing input for case actions (e.g. P&As, LOAs, Amendments, Modifications); and supporting CONUS and OCONUS Program Management Reviews (PMRs), trainings, Working Level Meetings (WLMs) and recurring internal meetings for multiple FMS cases. The FMS Case Manager will support the AMSA International in developing FMS Pricing and Availabilities (P&As) in support of new and existing FMS requirements, ensuring compliance with the Arms Export Control Act (AECA) and regulations, such as ITAR, FAR, and DFARS, and achieving key milestones such as performance targets.

Full-Time Onsite or TDY (travel CONUS and OCONUS 25%-75% of the time, depending on cases)

Duties Will Include Provide case support to the AMSA International team in support of Security Cooperation customers to include (but not limited to) the following:

Execute and track tasks to completion

Assess, evaluate, and advise leadership on Line Item‑specific equipment as related to Aviation Mission Equipment for feasibility and correctness

Provide input for the development and deconfliction of program schedules

Provide information for procurement planning/forecasting to help determine demand for Aviation Mission Equipment

Position Requirements College diploma and five years of FMS experience OR high school diploma and ten years of FMS experience required.

Active Secret Security Clearance required.

Experience In FMS Functions Required

Case writing and execution

Developing Pricing and Availability Sheets (PAS) in Integrated Major Pricing Analysis and Reporting Tool (IMPART) in support of case line-item pricing for various country‑specific Letters of Offer (LORs) and Acceptance (LOAs).

Developing input for FMS case actions (e.g. P&As, LOAs, Amendments, Modifications) for DSAMS input, including coordinating the definition of scope and associated pricing inputs with the providing organizations

Experience in developing FMS Pricing and Availabilities (P&As) in support of new and existing FMS requirements

Preparing Manpower and Travel Data Sheets (MTDS) for DSAMS input properly identifying the associated C9.T2 Row Number.

Reviewing LORs for accuracy, completeness, funding source and country requirements within the constraints of the guidelines established by the Security Assistance Management Manual (SAMM) and provide recommendations to leadership

Experience using Centralized Integration System International Logistics (CISIL) Provide support to SAMD International Program Managers (IPMs) to ensure Required Delivery Dates (RDDs) are achieved and case line items are written and priced accurately.

Responsible for monitoring of FMS cases to include Basic, Amendments and Modifications inclusive of fielding equipment, training and other services related to FMS within the confines of governing regulations and the Arms Export Control Act (AECA).

Support CONUS and OCONUS Program Management Reviews (PMRs), trainings, Working Level Meetings (WLMs) and recurring internal meetings.

Monitor FMS case funds for execution and expiration. Report on funds status to leadership

Ensure cost, schedule, and performance objectives are met or exceeded for system delivery to Security Cooperation customers.

Ensure FMS regulations and statutory requirements are adhered to accordingly.

Assist government customers in recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of FMS process development, fielding and enhancement.

Provide technical assistance to customer’s staff on matters of day‑to‑day FMS execution and planning.

Works with minimal supervision supporting FMS functions for multiple systems.

Assist with FMS technical assistance tracking and identify shortfalls or potential shortfalls and recommend corrective action.

Ability to confidently and knowledgeably draft and brief O‑6 level staff and FMS customers as required in support of PMRs, working group meetings or technical meetings with the FMS customers.

Coordinate updates for FMS program status, progress and in the development of forecast reports

Working knowledge of Army Acquisition processes and lifecycle management, Working knowledge of contract process including ability to provide input for the development of Statements of Work and review Contract Data Requirement List (CDRL) deliveries

Experience In Army Aviation Or Army Missile Systems Preferred Preferred experience in Army Aviation or Army Missile Systems.
