Summary As a Supervisory IT Program Manager (Director, Cloud and Infrastructure Management Division) at the GS-2210-15, you will be part of the Cloud and Infrastructure Management Division (CIMD), Office of the Chief Information Officer, U.S. Equal Employment Opportunity Commission. If selected, you will serve as the Division Director of CIMD, providing leadership to division supervisors and staff, and will be responsible for planning, organizing, and directing the Division's activities. Responsibilities Directs the planning, modernization, and secure operation of the agency’s Azure-based cloud and enterprise infrastructure, including WAN modernization, hybrid connectivity, TIC compliance, and Zero Trust alignment. Oversees Azure governance, configuration management, enterprise security controls, and cloud service delivery (IaaS/PaaS/SaaS) Provides leadership for major IT acquisitions, architecture standards, e-government enablement, and workforce supervision to ensure confidentiality, integrity, availability, and cost-effective modernization across all infrastructure platforms. Leads the planning, acquisition, installation, maintenance, repair, and replacement of telecommunications and network components across headquarters and 51 field offices. Provides guidance and leadership for e government initiatives, including implementing secure electronic services, PKI/e signature technologies, and systems supporting document and records management. Oversees major IT acquisitions by developing Statements of Work, conducting cost/benefit analyses, and preparing budget submissions for agency wide Cloud, Infrastructure, and Endpoint services. Supervises division staff by setting priorities, assigning work, reviewing deliverables, evaluating performance, resolving employee concerns, and identifying training and development needs. Requirements Conditions of Employment Qualifications For the GS-15: You must have one year of specialized experience equivalent to the GS-14 level in federal service. Specialized experience must include: Managing or directing an enterprise-level cloud and IT infrastructure program, including planning, testing, procurement, installation, and lifecycle management of telecommunications, network, and end-user technologies. Developing and maintaining an organization's telecommunications or network architecture, including establishing technical standards, functional specifications, and security requirements to support agency-wide IT operations. Overseeing the implementation of IT security, federal compliance requirements, and information technology policies such as those related to the Paperwork Reduction Act, Government Paperwork Elimination Act, and other federal IT laws and regulations. Leading or coordinating major IT acquisitions, including preparing Statements of Work, cost/benefit analyses, technical studies, and budget submissions for nationwide or enterprise telecommunications/infrastructure needs. Providing supervisory or leadership oversight to IT professionals, including assigning work, managing performance, resolving employee concerns, addressing conduct issues, and identifying training or development needs. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.
