
FOREIGN DISCLOSURE SPECIALIST

Foreign Disclosure Specialist
You will serve as a Foreign Disclosure Specialist in the Doctrine and Innovation Directorate (D&I/N5) of NAVINFOWARDEVCEN NORFOLK. You will manage a continuing disclosure program requiring coordination with and training the command's Foreign Disclosure Representatives (FDRs). You will initiate actions, receive requests from various divisions, and review materials to determine if all disclosure criteria have been met. You will coordinate with various officials to determine requirements and to resolve any potential problems. You will coordinate requests for disclosure of unclassified through top-secret information and deliverables to include controlled unclassified information. You will screen material prior to release to ensure that documents are releasable and follows relevant disclosure laws, regulations, and policies; and ensures all disclosure transactions are well documented in accordance with SECNAVINST 5510.34. You will develop and provide training on foreign disclosure responsibilities to appropriate NIWDC staff. You will assist in the management, development, revision, and maintenance of Information Warfare (IW) doctrine and developmental doctrine products. You will ensure naval doctrine is current and compatible with fleet employment and capabilities, and reflects joint, multinational, and Service doctrine. You will conduct delegated studies and analysis projects. You will assist in presenting and analyzing the information to prioritize the development of doctrinal publications (e.g. TTP) in order to enable and advance fleet operations. You will prepare flag-level correspondence and briefings reflecting efforts. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with and ensuring the release of classified and controlled unclassified information to foreign recipients is consistent with the National Disclosure Policy, disclosure laws, and other pertinent directives. Experience supporting requests to release information, advising command leadership, as required on the validity of requests and reviewing documents, pictures, equipment, and data proposed for release. Experience with the foreign disclosure program, ensuring the command's security program philosophy, techniques and regulatory requirements are used to resolve routine to complex security policy and procedure problems related to the foreign disclosure program. Experience identifying and supporting training opportunities for the command's Foreign Disclosure Representatives to ensure they are knowledgeable in the process of releasing information to foreign recipients. Provide guidance to them during review of information to appropriately manage its release to foreign recipients. Experience collaborating with foreign disclosure personnel across the domain to develop foreign disclosure guidance. Experience assisting in the management, development, revision, preservation, and maintenance of naval information warfare doctrine and doctrinal publications. Experience conducting research, data collecting and analyzing to support that release of information, the development and validation of doctrinal publications, and to capture lessons learned and best practices. Experience preparing command correspondence and conducting briefs reflecting efforts.
