
Human Resource Director

POSITION SUMMARY:
This Human Resource Director is responsible for the direction, coordination and overall management of the Human Resource (HR) Department. The HR Director must identify, plan and implement strategic objectives for the Human Resource Department to ensure the Agency's overall effectiveness. The HR Director is responsible for recruiting, employment, affirmative action, compensation, payroll management, benefits, basic orientation, and labor relations, as well as employee relations and communications. This responsibility includes ensuring compliance with all federal, state, and local government regulations as they relate to the human resource function.
ESSENTIAL JOB FUNCTIONS: Agency Operations
Maintain and update personnel policies and procedures as required by TDHCA Standards
Oversee maintenance of employee personnel files, payroll files, and health files
Develop and implement standard employee appraisal forms
Ensure compliance with all regulatory and legal requirements regarding the affirmative action program, the Americans with Disabilities Act, The Civil Rights Act and HIPAA
Maintain current working knowledge of benefit laws and IRS requirements to ensure compliance
Update Job Descriptions at least every five years or revise as needed
Maintain oversight of job postings, advertising, interviewing and orientation of new employees
Design, implement, and personally conduct HR training programs for supervisors
Serve as the agency Privacy Official and Equal Opportunity Officer
Work closely with CEO and Program Managers regarding the following:
Oversee conflict resolutions and employee grievances
Write Performance Improvement Plans
Develop safety or other business-related training programs
Employee terminations
Payroll
Maintain timekeeping and payroll systems
Provide guidance and information regarding employee benefits
Approve payroll direct deposit each payroll
Load positive pay for payroll checks
Oversee quarterly payroll tax and annual W-2 processing
Process Federal Student Aid documents
Complete Payroll Authorizations
Maintain Head Start budget spreadsheet with salary and benefits
Benefits
Process renewals for all benefit plans
Maintain Benefit Plan documents
Maintain employee benefit enrollment platform
Organize and conduct open enrollments for all benefits
Oversee billing for benefit plans
Upload employee contributions to applicable benefit plans
Complete annual 5500 Benefits Health and Welfare Report
Oversee annual 1094/1095 ACA forms
Maintain flexible schedule spreadsheet
Process Mutual of Omaha monthly billing
FMLA / ADA
Process, review and determine employee eligibility for FMLA
Maintain notifications and follow-up correspondence
Ensure accurate calculation and documentation of FMLA usage
Workers' Compensation
Ensure worker's compensation claims are managed properly
Work with safety team regarding compliance
Policy renewal
Monthly billing
Annual audit
Accident investigations
Claims reports for safety team
401(k) Retirement Plan
Maintain Plan Document
Upload employee's 401(k) contributions
Send notices to employees as appropriate
Work with the Third-Party Administrator if one is under contract
Process bi-annual enrollment
Maintain files on employee loans
Annual audit and 5500 filing
Attend HCCAA Board meetings
Maintain TACAA Lifetime Achievement awards
Organize Agency-wide meeting
Code Monthly Payroll Billing
Provide list of terminations to relevant staff
Update HR portion of Agency website
Maintain Agency employee list
Supervise and evaluate personnel in the HR and Payroll Departments
Approve "Time Sheets" and "Request for Travel Reimbursement" for supervised staff
Enter personal time worked in the Automated Time Keeping system (Currently Employee Web Services)
Continue professional development by participating in education courses, attending workshops and seminars, reading current materials, and working with consultants
Perform other tasks as deemed necessary
EMPLOYMENT STANDARDS: Education/Experience:
Any combination of education and experience that would provide the required skill and knowledge for successful performance would be qualifying. Minimum qualifications would require a High School Diploma with extensive experience in human resource management or an Associates or Bachelors degree in business or human resource management or other Associate or Bachelors degree with human resource management experience.
Knowledge of:
Principles and practices of effective human resource management and personnel administration. Microsoft office programs: Word, Excell, and Access.
Skill at:
Strong managerial experience in the HR field. Strong human relations skills.
Ability to:
Provide leadership with regard to personnel management. Work productively with individuals, professionals, and groups of persons at all levels of activity; perform tasks effectively and efficiently; plan and schedule work and implement directives independently; portray a professional appearance and employ appropriate conduct when representing the agency.
Other:

Must have a valid Texas driver's license and a reliable vehicle with current vehicle liability insurance.
Must comply with all HCCAA Policies and maintain confidentiality in all phases of agency operations.
SUPERVISORY RESPONSIBILITIES: Yes
EQUIPMENT TO BE USED: Must be able to operate a computer and other office machines such as fax, calculator, copier, and telephone.
TYPICAL PHYSICAL DEMANDS: Requires prolonged sitting. May require lifting up to 40 pounds, standing, bending, and reaching. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, telephones, and other office equipment. Requires normal range of hearing and vision.
TYPICAL MENTAL DEMANDS: Must handle new and diverse work problems on a daily basis. Personal maturity is an important attribute. Must be able to resolve problems, handle conflict, and make effective decisions under pressure. Must have the ability to listen objectively to people, perceive the real problem and assist in bringing issues to a successful conclusion. Must relate and interact with employees at all levels within the Agency.
WORKING CONDITIONS: May be necessary to work under pressure conditions outside of the normal 8-5 work day, Monday through Friday. Must provide vehicle for agency reimbursed travel. Out of town and overnight travel may be required to attend local, State or National meetings. There are no hazardous conditions associated with the performance of this job. All information associated with the Agency is confidential.
