
Proposal Manager

The Bid/Proposal Manager is the central orchestrator of the entire bid lifecycle, driving competitive proposals from opportunity identification through to submission and post-submission negotiations. This role requires a hybrid expert who can lead construction-focused tenders while seamlessly integrating operational, management, and technical services proposals. The successful candidate ensures that all submissions are compliant, professionally produced, and aligned with company profitability targets, brand standards, and strategic objectives for high-value hyperscale projects.
Core Responsibilities
End-to-End Bid Management & Strategy
Lead the entire bidding process for new projects, renovations, and management contracts, from Request for Proposals (RFP/RFQ) to final submission.
Develop a clear win strategy by identifying client pain points, unique value propositions (e.g. rapid construction), and competitive differentiators.
Analyze RFP requirements in detail, extracting compliance needs, evaluation criteria, and technical standards.
Work with leadership to define bid budgets, pricing models, and risk mitigation strategies for both construction and operational phases.
Construction & Technical Bidding
Collaborate with Construction Project Managers and estimators to prepare detailed construction submissions (Design‑Build, GC, GMP, etc.).
Translate technical construction data into compelling narratives (e.g., project schedules, material specifications, subcontractor management).
Ensure all construction safety standards, building regulations, and licensing requirements are clearly addressed.
Operational & Management Bidding
Partner with Operations and Subject Matter Experts (SMEs) to develop compelling operational proposals, including pre‑opening plans, staffing models, and F&B concepts.
Integrate brand standards, technology services, and amenity management into the RFP response.
Develop financial models demonstrating long‑term ROI, EBITDA projections, and operating costs for management contracts.
Content Creation & Quality Assurance
Oversee the preparation of all proposal documents, ensuring they are complete, accurate, and tailored to the client’s brand requirements.
Write, edit, and proofread proposal content (executive summaries, team resumes, past performance examples) ensuring a consistent, persuasive voice.
Maintain a content library (Content Management System) to reuse pre‑approved answers, technical specs, and case studies, improving accuracy and speed.
Team Coordination & Governance
Assemble and lead cross‑functional bid teams—including BD, Technical, Operations, Legal, and Finance—setting timelines, assigning tasks, and facilitating review meetings.
Ensure the proposal follows internal governance and approval procedures before final submission.
Post-Submission & Client Relationship
Manage post‑submission activities, including responding to client queries, participating in presentations/interviews, and final contract negotiation.
Conduct "lessons learned" debriefs after bid outcomes, using feedback to refine future strategies.
Required Skills & Qualifications
Experience: 5+ years of experience in bid/proposal management, preferably within the AEC industry (construction) or hyperscale sector.
Knowledge: Strong understanding of construction methods, design‑build processes, and operational procedures.
Writing & Editing: Excellent written communication skills, with the ability to translate complex technical information into accessible, persuasive content.
Project Management: Proven ability to manage multiple high‑stakes bids simultaneously, meeting tight, non‑negotiable deadlines.
Software Proficiency: High proficiency in Microsoft Office Suite (Word, Excel), Adobe Acrobat, and Proposal Management Software/Content Libraries.
Education: Bachelor’s degree in Business, Marketing, Construction Management, or a related field.
Preferred Skills
APMP (Association of Proposal Management Professionals) certification or Project Management Professional (PMP) certification.
