
Public Outreach & Communications Specialist

The Outreach/Communications Coordinator supports government program delivery by serving as the primary liaison to the state communications team and coordinating public-facing communications and outreach. This role advises, develops, and executes strategic communications and crisis communications as needed. This role develops accurate, plain-language content for public information and marketing; supports and leads outreach events; and ensures messaging remains consistent, timely, accessible, and aligned with state and program requirements Responsibilities include coordinating reviews and approvals, planning and executing community engagement activities, tracking outreach requests and schedules, coordinating event logistics, supporting stakeholder communications, and maintaining documentation for reporting. The position requires strong writing, editing, organization, and public speaking skills, as well as the ability to manage multiple deadlines in a fast-paced environment. Occasional evening and weekend work may be required.
Job Duties:
Serves as day-to-day liaison between project teams and state communications and coordinates reviews, approvals, and distribution of outreach materials
Develops and executes strategic communications that align with federal priorities and agency/client goals
Plans, coordinates, and supports public outreach activities including community meetings, open houses, stakeholder briefings, and program events
Represents programs at public events through prepared public speaking, general question response, and inquiry routing to appropriate staff
Drafts, edits, and formats outreach and marketing content including flyers, handouts, FAQs, email blasts, website updates, social posts, presentations, and talking points
Tracks outreach requests, deadlines, event schedules, and deliverables and maintains outreach calendars and status updates
Coordinates event logistics including venue coordination, signage, materials preparation, setup and teardown support, and attendance tracking
Maintains stakeholder contact lists and coordinates communications with residents, partners, and community-based organizations
Coordinates accessibility and compliance expectations including plain-language standards, required disclaimers, and translation or interpretation needs as directed
Monitors issues impacting public perception, schedules, or stakeholder understanding and elevates risks with proposed mitigation steps; interprets federal guidelines and compliance requirements to identify any compliance risks, escalates for approval as needed, and ensures communications meet grant terms
Maintains documentation of outreach efforts including copies of materials, attendance records, photos where permitted, and after-action notes to support reporting
Responsible for outreach budgets such as design, media, and translation services; allocates funds across multiple campaigns and evaluates the ROI of marketing strategies

Education:
High School Diploma or equivalent, required
Bachelor's degree in Communications, Public Relations, Journalism, Marketing, or Public Administration, preferred
Experience:
Two (2) or more years of experience in communications, outreach, public engagement, or marketing support,required
Experience supporting government communications or public meetings,preferred
Experience supporting grant-funded programs,preferred
Experience coordinating translation or interpretation services,preferred
Experience supporting ADA/accessibility considerations and plain-language standards,preferred
Experience working with underserved communities and community-based organizations,preferred
Certifications/Licensure:
Certified Public Communicator (CPC),preferred
FEMA Independent Study coursework relevant to public information,preferred
Software:
