We are currently seeking a Proposals Advisor to join our team in Herndon, Virginia (US‑VA), United States (US).

Job Summary The Proposal Manager is tasked with responsibility for leading Federal proposals from the bid decision through award.

The Proposal Manager will:

Receive assignments from the Proposal Development Center Director responding to RFPs, RFQs, RFIs and follow‑on requirements from Federal clients.

Analyze RF(x) requirements, developing a compliance matrix and outline for writers, developing a proposal schedule, and directing the proposal development per the guidance of the opportunity owner.

Own the proposal process and ensure best practices are adhered to.

Lead the proposal team (including proposal coordinators, editors, writers, graphic designers, and production).

Lead the day‑to‑day proposal process, including managing the schedule and collecting information required for a compliant, compelling proposal.

Provide assistance supporting capture activities such as the win strategy while primarily focusing on the mechanics of the proposal.

Assist with the development and reviews of proof points, win themes and discriminators.

Conduct color reviews (Pink/Red/Gold or equivalent) and ensure compliance with RFP requirements.

Manage teaming partner data calls to collect information required for the proposal.

Solicit and ensure proposal team interaction and participation on applicable proposal sections.

Pre‑RF(x), lead content plan efforts and work closely with capture and solution teams to ensure solution is compliant with RF(x) requirements.

Regularly update proposal and reuse repository.

Basic Qualifications

Minimum 3 years of experience to include:

Responding to solicitations from Federal government clients (civilian and/or DoD)

IDIQ, GWAC, BPA, Task Order‑style proposals

Defining proposal response requirements based on analysis and understanding of solicitation documents

Managing and/or coordinating proposal response efforts with diversely structured teams

Minimum 8 years of experience to include:

Adapting to deadlines, changing schedules and priorities

Analytical, critical, and problem solving thinking to address and resolve issues

Organization and time‑management skills, manage multiple concurrent deadlines and priorities

Collaborating with team members to superior performance

Microsoft, Adobe, SharePoint (or similar document collaboration tool)

Preferred Qualifications

Experience using Artificial Intelligence (AI) tools to generate and mature proposal content

Proposal solutions for Information Technology (IT) services

Solving problems with proposals and negotiating and communicating solutions to ensure winning responses

Shipley‑based training/experience preferred
