THE POSITION

This posting will remain open until filled. Application cut‑off dates are the 1st and 3rd Friday of each month. Candidates must successfully pass a thorough background investigation, including a criminal history check for job‑related convictions, fingerprinting, polygraph test, credit check, and drug use history. Under immediate supervision, the Animal Control Officer I coordinates and performs a variety of animal control and compliance functions: patrolling assigned areas; monitoring and enforcing animal control regulations; responding to inquiries and complaints; issuing citations and warnings; performing all animal‑related public safety and health duties.

DISTINGUISHING CHARACTERISTICS

This is an entry‑level classification. Incumbents perform a limited scope of duties under close supervision while learning more complex tasks in enforcement of laws and ordinances related to animal control. Flexibly staffed to the next higher level (Animal Control Officer II) as discretion allows. Appointment to the II level requires full duty performance and meeting qualification standards.

SUPERVISION RECEIVED AND EXERCISED

This classification may receive lead direction and training from the Animal Control Officer II and is directly supervised by a Senior Animal Control Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Investigate reports of animal cruelty, nuisance, and dangerous animals; communicate with owners of loose animals.
  • Patrol city streets and neighborhoods to monitor, remove, transport, locate stray or injured animals.
  • Rescue and impound stray animals, use remote chemical immobilization equipment, vaccinate, photograph, process impounded animals, and transport injured animals to veterinary hospitals.
  • Assist law enforcement and other agencies in taking animals into custody related to arrests or investigations; may be required to forcibly enter residences to obtain animals.
  • Enforce city and state laws, regulations, and ordinances related to animal control.
  • Compile evidence and prepare animal control cases for court.
  • Operate rifles, shotguns, and tranquilizer equipment to capture, humanely euthanize animals, or defend the public.
  • Educate the public on animal control laws, licensing requirements, owner responsibilities, and animal care.
  • Maintain and safeguard equipment and supplies such as citation books, computers, controlled substances, and vehicles.
  • Operate computer and two‑way radio for communication with dispatching personnel.
  • Prepare and maintain records, documentation, and reports.
  • Provide courteous and professional customer service to all callers.
  • Other related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Occupational hazards and safety precautions of work around animals.
  • Domestic animal and wildlife habits and characteristics.
  • Common animal disease symptoms.
  • Customer service principles and conflict resolution.
  • Basic computer operations.
  • State laws related to animal control (e.g., rabies).
  • Local animal control codes.
  • Record‑keeping principles.
  • Basic laboratory analysis principles.

Skill in:

EXPERIENCE AND EDUCATION

Six months of experience in animal care or control. Education: Possession of a high school diploma or GED equivalent.

SPECIAL QUALIFICATIONS

Driver License: Valid California Class C Driver License at the time of appointment. Loss of license is cause for discipline. Physical disability reviews on a case‑by‑case basis.

Certifications:

  • State of California Peace Officer Standards and Training (POST) Penal Code 832 (Arrest and Firearms) Certificate during probation and throughout employment.
  • American Red Cross Standard First Aid Certificate during probation and throughout employment.

BACKGROUND

Pass a background investigation including criminal history, fingerprinting, drug history, and polygraph. Must be free of felony convictions under California Penal Code Sections 29900 and 29905.

MEDICAL/DRUG TEST

Must pass a medical and/or drug test.

WORK CONDITIONS

Perform shift work (days, evenings, weekends, holidays) and standby duty. Work outdoors in various weather conditions and unsanitary environments, including exposure to dead bodies, excrement, animal fur, and chemicals.

ENVIRONMENTAL CONDITIONS

Work may involve contact with chemicals used for euthanasia and with individuals under influence of drugs or alcohol. Requires pre‑exposure rabies vaccination and possible revaccinations.

PHYSICAL CONDITIONS

Lift, carry, restrain, and capture animals weighing 60–70 pounds (occasionally up to 100 pounds). Walk, run, stand, climb, and bend on various surfaces; navigate confined areas.

PROBATIONARY PERIOD

Twelve-month probation period at satisfactory performance before permanent status.

SELECTION PROCEDURE
