APPRAISER I - Position Summary Appraise residential and agricultural properties and mobile homes for tax assessment purposes.

Supplemental

The approved salary range for the Assessor II position is $23.43 to $35.14 per hour, depending on experience.

Trainable position: if hired without meeting Assessor II requirements, start as an Assessor I. Salary range for Assessor I is $21.07 to $31.61 per hour.

First review of applications will be Friday, April 3, 2026.

Interviews will take place the week of April 13–17 at the McLeod County Government Center in Glencoe, MN.

Full‑time position offers a comprehensive benefits package, including medical, dental, and life insurance, as well as paid holidays, sick leave, and vacation. Regular work hours are Monday through Friday, 8:00 AM – 4:30 PM.

Essential Functions/Responsibilities

Review and estimate the market value of agricultural, residential, and mobile homes.

Collect data on building measurements, cost, features, and neighborhood characteristics.

Check and view all improvements, estimate depreciation, and determine effect on market value.

Make determinations of value for property tax purposes based on valuation guide and relevant factors.

Analyze deeds and other documents to establish ownership for tax purposes.

Determine market value of land, whether vacant or improved, considering all influencing factors.

Make field checks of all building permits.

Inspect, measure, photograph property, and speak with tenants and owners to collect and verify data used as public records.

Inspect new real estate improvements and changes to property to assess effects on value.

Prepare documents for Board of Equalization hearings and present to the board.

Review, analyze, and inspect sales of property in accordance with Minnesota Department of Revenue standards.

Communicate with attorneys, tax representatives, and taxpayers to ensure fair market value and defend assessed value.

Inspect and value existing and new property divisions, combinations, and classification changes.

Maintain computerized property valuation modules and use mass appraisal techniques to validate assessments.

Educate taxpayers on Minnesota tax laws, procedures, and appeal methods.

Coordinate with city and county departments and town boards/councils to request and provide information.

Respond to urgent and unplanned projects and requests.

Minimum Qualifications Education and Experience

High School diploma or GED plus two years of post‑secondary education.

Three (3) years of experience in real estate, appraisal, construction, or assessment.

Or an equivalent combination of education and experience sufficient to perform the essential functions.

Required Training

40 hours of continuing education every four years.

Ethics course.

Required Certifications/Licenses

Certified Minnesota Assessor (four weeks of classes and four test levels).

Valid Minnesota driver's license and proof of insurance.

Preferred Experience

Knowledge of building construction materials and workmanship.

Experience in GIS programs and applications.

Experience with legal descriptions.

Experience with CAMA and tax systems.

Internal/External Relationships

County Zoning, Auditor‑Treasurer, Recorder, Highway, and Veterans departments.

Town boards and city councils (Board Equalization).

Attorneys, real estate agents, appraisers, and title companies.

General public, including property owners.

Working Conditions

Office and field work: Office is sedentary indoor; field demands travel, outdoor work in all seasons, uneven terrain.

Field duties involve exposure to hazards at building sites, possible contact with angry or dangerous persons or animals.

Travel to other locations for training may be required.

Physical Requirements

Communicate effectively by phone or in person.

Manual dexterity for note‑taking, measuring, computer use.

Visual acuity for reading screens, documents, driving, and property evaluation.

Sit or stand for extended periods.

Drive automobile or light truck throughout the county under various conditions.

Perform walking, bending, reaching, turning, sitting, standing, grasping, and lifting up to 25 pounds occasionally.

APPRAISER II - Position Summary Under the direction of the County Assessor, this position is responsible for performing appraisals on residential and income‑producing properties, including complex commercial, industrial, and multi‑family developments, to determine a fair and equitable market value for property tax purposes in accordance with the MN Department of Revenue. Responsibilities include communicating with the public, attorneys, and tax representatives, and providing information on MN tax laws, procedures, property tax programs, and the appeal process.

Essential Functions/Responsibilities

Review and estimate market value of residential, apartments, commercial, industrial, or other income‑producing properties.

Collect data on building measurements, cost, features, and neighborhood characteristics.

Review all improvements, estimate depreciation, and determine effect on market value.

Make determinations of value for property tax purposes after review and inspection, considering all factors.

Analyze deeds and documents to establish ownership for tax purposes.

Perform field checks of building permits.

Inspect, measure, photograph property, and engage tenants and owners to verify data.

Inspect new real estate improvements and changes to assess effects on market value.

Inspect and value existing and new property divisions, combinations, and classification changes.

Analyze leases, income and expense statements, condominium declarations, purchase agreements, appraisals, certificates of real estate values, contracts for deed, plat maps and other legal documents.

Maintain computerized property valuation modules and use mass appraisal techniques.

Communicate with attorneys, tax representatives, and taxpayers to defend assessed value.

Prepare documents for Board of Equalization hearings, set appointments, and present to the board.

Work with city and county departments and town boards/councils for information exchange.

Educate taxpayers on Minnesota tax laws, procedures, and appeal methods.

Required Certifications/Licenses

Accredited Minnesota Assessor.

Valid Minnesota driver’s license and proof of insurance.

Preferred Experience

Knowledge of building construction materials and workmanship.

Extensive contact with property owners, taxpayers, general public – phone or in person.
