North Dakota Indian Affairs serves as a resource and partner to North Dakota's five tribal nations and works to promote collaboration, understanding, and opportunities that strengthen tribal communities and the state as a whole.
Administrator of Strategy, Operations, and Partnerships Serves as a primary liaison between North Dakota Indian Affairs, North Dakota's five tribal nations, and key state, federal, local, and industry partners to advance strategic initiatives on tribal lands. This position builds partnerships, identifies resources, coordinates initiatives, and supports tribes in accessing funding, technical assistance, and collaborative opportunities that strengthen tribal communities and governmental capacity.
What You'll Do Tribal Liaison & Partnership Development
Serve as a primary point of contact between ND Indian Affairs, North Dakota's five tribal nations, Job Service North Dakota, and the North Dakota Department of Commerce.
Develop and maintain positive, collaborative relationships with tribal leaders, community leaders, and stakeholders.
Meet regularly with tribal leadership to discuss priorities, challenges, and opportunities.
Visit tribal communities and organizations located on tribal lands.
Meet with Job Service North Dakota and Commerce leadership to align resources and explore solutions to support tribal needs.
Collaborate with local, state, and federal partners to identify opportunities and coordinate assistance.
Grant Research & Tribal Grant Assistance
Research grants and funding opportunities that support tribal programs, services, and initiatives.
Share relevant grant information with tribal leaders and stakeholders.
Provide technical assistance to tribes with grant applications, including coordination, guidance, and resource identification.
Industry, Agency & External Partner Engagement
Partner with the North Dakota Department of Commerce and other agencies to connect external partners with tribal opportunities.
Build and maintain relationships with private‑sector, nonprofit, and government partners.
Research emerging trends and opportunities that may benefit tribal communities.
Assist organizations interested in collaborating or operating on tribal lands.
Attend and participate in conferences, conventions, and meetings to promote tribal priorities and opportunities.
Develop and coordinate site visits for external partners on tribal lands.
Strategic Planning & RFP Management
Develop a Request for Proposal (RFP), in collaboration with the Office of Management and Budget (OMB) Procurement Division, to conduct an inventory of each tribe's strategic priorities and operational needs.
Coordinate the RFP award process.
Assist the selected vendor with accessing necessary information.
Monitor and evaluate vendor performance and contract compliance.
Use inventory results to develop specialized strategic plans for each tribe.
Support tribes with implementation of their strategic plans.

Knowledge of tribal governance and governmental operations, or a strong desire to learn.
Experience researching and working with grants to support program or project development.
Ability to build and maintain partnerships with tribal leaders, government agencies, and external organizations.
A strategic, solution‑oriented mindset and comfort navigating complex challenges.
Strong communication and relationship‑building skills grounded in respect and collaboration.
Organizational skills to manage multiple priorities independently.
Willingness to travel statewide and engage directly with communities.
Minimum Qualifications
High school diploma or GED and four years of related work experience in government relations, program management, operations, strategic planning, or partnership development.
A related degree (management, education, public administration, business administration, operational planning, or research) may substitute for work experience on a year‑for‑year basis.
Experience working with tribal governments or Native communities is preferred, but not required.
Compensation & Location
Work Style: Onsite at the Capitol Complex in Bismarck
Shift: Monday‑Friday with flexible day‑time schedule options.
Hiring Range: $4800‑$5700/month; depending on experience.
