
Human Resources Specialist

Summary
Position is part of the National Archives and Records Administration, Office of Human Capital. The incumbent serves as an expert and a strategic business partner and may be assigned to various roles in one or more of the service lines of delivery including classification, staff acquisition, benefits and retirement, accountability, HR systems and strategy, data analysis, performance management, awards and recognition, and/or strategic workforce/succession planning.
Duties As a Human Resources Specialist, you will:
Answer complex questions related to a full range of Human Capital Operations applicability and delivery issues.
Identify the need for and write Human Capital policies, seeking input from interested parties. Work with managers and employees to ensure understanding of new or revised policies.
Coordinate the advisory of labor relation enquiries with other offices and other appropriate internal and external organization personnel. Track, monitor, and resolve problems that arise and make recommendations based on regulatory and policy guidance.
Communicate with various levels of personnel throughout NARA, other Federal agencies, and in the private sector, both interpersonally and in writing.
Research both federal and NARA regulations to provide interpretations and effectively resolve labor relations, staffing, recruitment and classification enquiries.
Conditions of Employment
A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
Must successfully complete a background investigation.
Complete a Declaration for Federal Employment to determine suitability for Federal employment, at the time requested by the agency.

Go through a Personal Identity Verification (PIV) process requiring two forms of identification from the Form i‑9.
Work is generally sedentary; it may require walking/movement through offices, records centers, warehouse-type environments, and similar areas. Travel may be required for meetings, conferences, training, or temporary duty assignments. Incumbents may need to carry light items or drive a motor vehicle. No unusual physical demands. Some short timeframes for projects or assignments may impose stress.
Must be U.S. Citizens or U.S. Nationals.
Qualifications Applicants must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Specialized experience for the GS‑13
One year of specialized experience equivalent to the GS‑12 grade level in the Federal service.
Experience independently classifying complex, mixed‑grade, and interdisciplinary positions in highly specialized cultural, historical, or scientific contexts.
Experience advising senior executive leadership on organizational design, span of control, and strategic position management for large‑scale reorganizations within a specialized or cultural agency framework.
Ability to independently conduct highly contentious or complex desk audits, including drafting legally defensible evaluation statements that withstand administrative appeal or union grievance.
Education: This job does not have an education qualification requirement.
Time-in-Grade & Time After Competitive Appointment
For the GS‑13, the applicant must have been at the GS‑12 level for 52 weeks.
Current Federal employees serving on a non‑temporary competitive appointment must have served at least three months in that appointment.
