
Community Development Director

BASIC JOB FUNCTION:
Under limited supervision and technical assistance of the Chief Executive Officer, supervises and leads activities involved in the administration of HRA rehabilitation and community/housing development programs as delegated by the Chief Executive Officer in compliance with procedures established for implementation of such projects. Oversee the writing, administration and execution of all grants. Manages HRA grants/programs, as well as capital funds, while directing the activities of consultants, project managers and other staff at all levels as they relate to the grants program. Recommends and implements changes in the HRA's policies and practices as necessary to meet changing conditions and changes in state and federal regulations.
DUTIES AND RESPONSIBILITIES:
Responsible for completion of all activities relating to the execution of community development capital projects and grants.
Carrying out and ensuring the quality of community marketing efforts to ensure grant success. Shares success at open meetings and communicates written success with local press.
Establish operating policies and procedures for execution of various development projects.
Defines the immediate goals of staff and directs their activities.
Provides advice and assistance to cities in establishing and maintaining files and records required under the State and Federal Program where SEMMCHRA is awarded grants.
Provides advice and assistance to cities to implement the design, bidding, contracting and construction of proposed project activities.
Responsible for conducting community surveys, which includes gathering and summarizing data and providing recommendations.
Responsible for the completion and submitting of grant applications to various funding sources for community and housing development projects as directed.
Responsible for carrying out the activities involving other public or private entities and interpret information and give guidance regarding federal and state policies.
Responsible for coordination of all necessary environmental assessments and reviews.
Responsible for record keeping of project records and files, including indexes, rehabilitation assistance payments, contracts, correspondence, etc.
In conjunction with the Housing department and Fiscal department, recommends annual capital expenditures for the capital plan. Implements and executes capital contracts as approved. Able to monitor unexpected maintenance and capital and adjust capital plan accordingly.
Response for meeting with communities to develop and implement programs to meet housing goals.
Acts as a liaison on HRA's behalf between cities, townships boards and committees.
Responsible for quality of correspondence in all verbal and non-verbal job tasks.
Other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS:
Able to write grants, develop and present efficiently, and accurately and timely execute Community Development project plans with staff, funders and local governments.
Thorough knowledge of all agency Community Development program guidelines and regulations.
Sensitive and equitable handling of complaints and conflicts.
Ability to communicate clearly, technical concepts, orally and in writing to management team and non-technical personnel.
Practice procedures which are in conformance with HRA's policies and federal and state regulations.
Possesses strong project management skills and is proactive in the development and communication of project plans.
Ability to multi-task and set priorities to meet deadlines and agency standards.
Ability to supervise and delegate to staff.
QUALIFICATIONS: College graduate in Business Administration, Urban Studies or related subjects. At least four (4) years of experience in the housing field or in a responsible administrative position of comparable duties. Additional relevant experience may be substituted for education requirements. Must be a licensed driver and have transportation available for carrying out assignments. Must have a cell phone available for carrying out assignments.
PHYSICAL REQUIREMENTS: This work requires the frequent exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
SPECIAL REQUIREMENTS: Applicable agency and department training necessary to meet the essential functions will be provided upon hire and must be able to successfully complete and apply.
Valid driver's license in the State of Minnesota.

Normal office hours are Monday – Thursday: 7:00am – 4:30pm and Friday: 7:00am – 11am

Compensation Details: Education, experience and tenure may be considered along with internal equity when job offers are extended.
