
Executive Director of Supply Chain and Contracting Services

Job Summary
Reporting to the Vice President of Support Services, the Executive Director of Supply Chain and Contracting Services provides strategic leadership and enterprise oversight for UC Davis Health's end-to-end supply chain, sourcing, contracting, and materials management functions. This role sets the vision and direction for a high-performing, integrated supply chain that advances organizational priorities in quality, service, operational efficiency, and financial stewardship.
The Executive Director develops and executes system-wide strategies for procurement, strategic sourcing, contracting, value analysis, inventory management, distribution, receiving, and supply continuity. With a high degree of autonomy, the role establishes objectives, directs major programs, and ensures alignment of human, financial, and operational resources to meet organizational goals. The position partners closely with executive, clinical, and operational leaders to evaluate and prioritize capital equipment, supplies, staffing, and space needs, while guiding budget development and key operational decisions.
This leader oversees policy development, regulatory compliance, and risk mitigation efforts, ensuring adherence to applicable standards including The Joint Commission, Centers for Medicare & Medicaid Services, and U.S. Food and Drug Administration. The Executive Director proactively assesses enterprise risk, implements internal controls to safeguard organizational assets, and establishes performance benchmarks and key performance indicators to drive accountability and continuous improvement.
The role leads significant vendor negotiations and contracting activities involving high-dollar agreements and manages an assigned divisional operating budget of approximately $26M (FY26), with oversight of approximately $725M in annual supplies and services expenditures for the system. The position directs a workforce of 135 FTEs, including six direct reports at the MSP level, spanning Supply & Distribution, Purchasing, Contracts, Strategic Sourcing, Value Analysis, Business Systems, Linen Services, Warehousing, Shipping/Receiving, Perioperative Materials Management, and Heart & Vascular materials functions.
The Executive Director champions operational excellence, data-driven decision-making, and standardized purchasing practices across the organization to enhance cost effectiveness and material quality. Bachelor's degree with an emphasis in Business or Finance or equivalent combination of education and experience.
Minimum of 10 years of progressively responsible leadership experience in healthcare supply chain, materials management, strategic sourcing, contracting, or related operational functions.
Extensive years of experience in Materials Management or related field, including several years in a management capacity.
Demonstrated experience managing large-scale operating budgets and high-dollar vendor negotiations.
Experience leading supply chain operations within a complex healthcare environment, preferably an academic medical center or multi-hospital health system.
Experience developing and implementing enterprise-wide policies, systems, and performance metrics
Proven track record of achieving measurable financial performance improvement, cost optimization, and operational efficiency.
Demonstrated success leading organizational change initiatives and driving cross-functional collaboration with clinical and executive stakeholders.
Expert strategic planning, critical thinking, analytical and problem-solving skills. Skills of persuasion/negotiation, effective conflict resolution.
