Interim Emergency Management Director

Description Under the direction of the Board of County Commissioners, serve as the department head for the Emergency Management Department. Coordinate the County’s disaster mitigation, preparation, response, and recovery activities. Serve as a Project Manager for relevant emergency management county projects. Supervise all Emergency Management staff and activities.

Develop appropriate goals, objectives, standards, and policies for the Emergency Management Department.

Conduct hazard risk assessments related to County hazards and vulnerabilities. Build community partnership to support preparedness. Engage with community organizations to foster social networks; coordinate training to ensure community engagement in preparedness efforts.

Establish and maintain County-wide assessment tools, technical standards, and guidelines for the Emergency Management program. Ensure that departments are assisted in establishing short and long-range emergency planning. Confer and collaborate with Elected Officials, Division Managers, Committees, and Program Supervisors involved with proposed projects to ensure cooperation.

Lead the design and development of emergency services infrastructure for the County’s Emergency Management program. Update, execute, and communicate the County’s emergency management mitigation and response plan. Oversee all project management for county-wide emergency services projects. Act as a liaison between contractors, vendors, Departments, and the Board of Commissioners.

Represent the department at meetings with the Board of County Commissioners, County staff, outside agencies, vendors, and the public regarding emergency management projects. Coordinate work with other departments and agencies, providing technical advice and expertise.

Respond to and effectively resolve inquiries, complaints, or problems affecting services.

Prepare studies and reports, analyze data, and develop recommendations.

Prepare and administer the annual budget, monitor expenditures for appropriation levels and cash flow. Approve budget expenditures on an ongoing basis and present to the budget committee as required.

Administer outside contracts including development of specifications, contractor selections, quality control, contract negotiation, and payment authorization for emergency services.

Prepare local, state, and federal grant applications and supporting documentation to obtain funding. Apply for reimbursement and financial assistance needed to recover from declared disaster, state of emergency, or homeland security breach.

Prepare the County Continuity of Operations Plan (COOP).

Design and oversee the Josephine County Community Wildfire Protection Plan (CWPP), as the County CWPP Plan Coordinator.

Establish and staff the Emergency Operations Center (IOP) during emergencies.

Oversee the activities of the Josephine County Emergency Communications (JCEC).

Activate emergency public information system as necessary. Craft and execute emergency public notification plan.

Prepare and conduct emergency service drills with all public safety and emergency services agencies in the County. Assist in designing and conducting readiness exercises providing instruction and guidance to exercise and event participants. Assist in the evaluation of effectiveness of exercise and event responses.

Make necessary arrangements for the storage of emergency supplies and other equipment deemed necessary at various sites for the shelter of persons.

Supervise subordinate employees including assigning and reviewing work, evaluating performance, taking necessary disciplinary action, and making hiring and termination decisions.

Supervisory Responsibilities Directly supervise employees within the Emergency Management Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities can include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems with the assistance of Human Resources.

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are a representation of the knowledge, skill, and/or ability required. Advanced knowledge of emergency services and emergency management techniques, infrastructure, and practices; required.

Education And Experience Bachelor's degree from a four-year college or university in Emergency Management, Disaster Preparation and Response, or a related field and six years progressively responsible experience in the emergency management field. Including two years of management experience; or equivalent combination of education and experience.

Language Skills Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to The Board of County Commissioners, public groups, and/or local, state, and federal agencies.

Reasoning Abilities Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Other Skills And Abilities Ability to research, organize, and coordinate the implementation of various emergency services plans, programs, and systems for County-wide employee and resident use. Ability to make quick decisions during an emergency. Ability to respond to a natural or man-made disaster in a calm and rationed manner.

CERTIFICATES, LICENSES, REGISTRATIONS Possession of or ability to obtain certification in Emergency Management Basic Applied Practices Certificate (BAPS) which consists of Disaster Recovery and Mitigation, Introduction to the National Management System (NIMS), incident Command Series, and Hazmat Awareness or Weapons of Mass Destruction WMD) Awareness.

Possession of, or ability to obtain, valid Oregon Drivers’ License.
