Location Washington, DC (Hybrid: Onsite at MCICOM HQ with remote flexibility; occasional CONUS/OCONUS travel)

Overview Heartland Consulting seeks a Real Estate Management Expert to support the Marine Corps Installations Command (MCICOM) GF Asset Management Branch in managing real estate transactions, including acquisitions, divestments, leases, and enhanced use agreements. With 10+ years in DoD real estate, you'll provide policy guidance, business case analysis, and strategic recommendations to optimize Class I and II property assets, driving efficiency in a resource-constrained environment.
Key Responsibilities
Lead unaccompanied housing (UH) Public-Private Venture (PPV) privatization studies, including data analysis, legislative change recommendations, and senior leadership briefs.
Manage real estate instruments such as in-grants, out-grants, and leases, ensuring compliance with DoD policies and environmental stewardship.
Conduct financial and business case analyses to identify opportunities, forces driving change, and strategic alternatives for real estate programs.
Develop and verify data for deliverables like reports, databases, and congressional inquiries, maintaining high standards per PRS.
Collaborate on program improvements, monitoring matrices, and transition support to enhance real estate execution.
Qualifications
Experience with DoD housing privatization programs (e.g., PPV), public-private partnerships (P3), or large-scale real estate portfolio transformation highly desired.
Bachelor's degree in Real Estate, Urban Planning, or related field (Master's preferred).
10+ years of experience in DoD real estate management, including transactions, acquisitions, and privatization studies.
Proficiency in tools for data analysis, financial modeling, and reporting (e.g., Microsoft Office, GIS software).
Excellent problem-solving skills, with experience in multi-stakeholder coordination and policy development.
Certifications like Certified Commercial Investment Member (CCIM) or equivalent preferred.
