Scope of Work Capio Group is looking for an experienced Senior Cloud Enterprise Architect to work as part of the team on modernizing the reporting system and improving the collection, timeliness, accuracy, completeness, uniformity, integrity, and accessibility of system data. This will position stakeholders to gain a deeper understanding of the system’s data, allowing them to improve analysis and inform policy and decision‑making to enhance safety for all users. The project will include a user‑friendly interface that incorporates human‑factor design to streamline reporting through improved data collection, enhanced data quality control procedures, greater reporting efficiency, improved integration and communication with stakeholder data systems, and encouragement for agencies that submit paper reports to use the new application to submit reports electronically. Collectively, these improvements will transform reporting and improve the quality of the system data.

Responsibilities

Participate in the PAL Stages 2-4, conducting market research and providing at least three viable alternative cloud architecture solutions, and recommending the best one.

Participate in regular and ad‑hoc project meetings.

Lead architectural design, configuration, and hands‑on implementation of secure, scalable, and highly available cloud infrastructure solutions across one or more managed public cloud environments.

Develop comprehensive cloud architecture blueprints including IaaS, PaaS, and serverless computing designs.

Design, configure, test, and implement cloud networking configurations in collaboration with a network enterprise architect, including virtual networks, subnets, routing, load balancing, private endpoints, and secure hybrid cloud connectivity.

Oversee implementation of core cloud services such as virtual machines, container orchestration platforms, managed databases, storage solutions, identity and access management, and key management services.

Develop, test, and deploy infrastructure‑as‑code templates and automation scripts for repeatable and consistent cloud provisioning and configuration.

Integrate and configure security controls—cloud firewalls, security groups, and cloud security posture management tools—to ensure compliance with departmental policies and regulatory requirements such as CJIS and NIST.

Design, configure, test, and implement cloud monitoring, logging, and alerting solutions to ensure operational visibility, performance tracking, and proactive incident response.

Develop strategies and implement solutions for cloud data management, including backup, disaster recovery, data replication, and archiving across cloud regions or hybrid environments.

Provide expert guidance and hands‑on support during the migration of existing applications and data to the cloud solution and support system deployment during go‑live.

Lead performance optimization and cost‑management efforts, implementing strategies for efficient resource utilization and continuous cost control.

Create and maintain detailed cloud architecture documentation, including high‑level designs, low‑level designs, as‑built configurations, and operational runbooks.

Provide technical leadership, mentorship, and knowledge transfer to client’s internal IT teams on cloud architecture principles, best practices, and operational procedures.

Complete final configurations, testing, and integration in compliance with client’s IT change‑management processes.

Conduct formal architecture review presentations at key milestones to client leadership, technical teams, and stakeholders to review designs and gather feedback.

Attend the Project’s Executive Steering Committee meetings for project milestone checkpoints.

Assist in scheduled system deployment for the cloud architecture.

Provide technical support and troubleshooting assistance to the client’s application development team during initial deployment and integration of the system application onto the newly configured cloud and network infrastructure.

Mandatory Experience

Within the last ten years, must have a minimum of seven years of applying Enterprise Architecture principles.

Within the last ten years, must have at least five years of Enterprise Architecture experience in a lead capacity.

Within the last ten years, must have a minimum of ten years of progressive experience in IT architecture roles.

Within the last ten years, must have a minimum of five years specifically dedicated to leading the design, planning, testing, and hands‑on implementation of enterprise‑scale cloud infrastructure solutions.

Within the last ten years, must have an expert‑level proficiency with a minimum of ten years of active design implementation experience across a minimum of two major public cloud providers, including comprehensive knowledge of their IaaS, PaaS, and serverless offerings.

Possession of a minimum of one current expert‑level cloud architecture certification from a major cloud provider. A copy of the certification must be provided upon request.

Within the last ten years, must have a minimum of five years as the lead architect on a minimum of three distinct large‑scale cloud projects covering the full lifecycle.

Within the last ten years, must have a minimum of four years of hands‑on experience developing and deploying cloud infrastructure using infrastructure‑as‑code tools and scripting languages.

Within the last ten years, must have a minimum of four years of hands‑on experience designing and implementing robust cloud native security controls, compliance frameworks, and governance policies to adhere to federal NIST, CJIS, and State of California‑specific regulations for sensitive government data.

Must have ability to produce comprehensive high‑quality cloud architecture documentation as evidenced by the submission of at least two relevant work samples.

Must possess a bachelor’s degree in an IT‑related or engineering field. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year‑for‑year basis.

Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. References must be signed by the referenced individual and represent a management or supervisory role.

Desirable Experience

Possession of a minimum of one additional active advanced level cloud certification beyond the mandatory architecture certification listed. A copy of the certification must be provided upon request.

Within the last ten years, a minimum of two years of experience actively contributing to the development and implementation of multi‑cloud strategies or managing services across different public cloud providers.

Within the last ten years, experience with leading cloud cost‑optimization initiatives for a minimum of two large‑scale projects that resulted in quantifiable savings of at least 15% on cloud spend within a 12‑month period.

Within the last ten years, a minimum of two years of experience as a lead contributor in integrating cloud architecture design into DevOps practices and CI/CD pipelines to enable automated application deployment and infrastructure updates in a production environment.

Within the last ten years, a minimum of three years of direct experience working on IT or cloud infrastructure projects within the State of California or other large‑scale state government entity in the U.S.
