Purchasing Specialist
The State of Hawai'i is seeking candidates for the position of Purchasing Specialist. This role is with the Department of Accounting & General Services, State Procurement Office. The salary range is from $4,961 to $6,043 per month for Level III and from $5,369 to $6,535 per month for Level IV. The hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. This continuous recruitment may be closed at any time. Purchasing Specialists work in the State's central purchasing agency in the Department of Accounting and General Services, the duties of which involve performing and/or supervising and managing the purchasing of a wide variety of goods and services for the departments throughout the State; technical resource and administration of the purchasing of a wide variety of goods and services utilizing all methods of procurement, for the departments throughout the State, requiring the development of detailed, technical specifications. The program purchases goods and services for individual agencies, on request, and prepares contracts for common use commodities and establishes price/vendor lists for these items for use by all agencies. The Purchasing Specialist III independently performs the full range of moderately difficult purchasing and specifications development work; makes analysis of users' requirements and prepares appropriate specifications, terms and conditions; and performs other related duties assigned. The Purchasing Specialist IV serves as a specialist making full range and variety work in procuring and establishing standards and specifications for commodities and services that involve the application of highly technical and complex principles, techniques, concepts and work processes; may assist in guiding lower level specialist; and performs other related duties. To qualify, you must meet all of the following requirements: Education: A bachelor's degree from a regionally accredited four-year college or university. Specialized Experience: Level III: One and one-half years, Level IV: Two and one-half years Progressively responsible work experience in purchasing which: Involved working with users, vendors, contractors and service providers in identifying, clarifying and specifying requirements of products or scope of work for services to be performed; Included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability; and Demonstrated an understanding and use of common purchasing resources. Such experience must also have demonstrated knowledge and application of the various methods of procurement processes, and the ability to respond to inquiries regarding the competitive procurement process.
