Working Title: PURCHASING AGENT I - 64028402

This is a Career Service Purchasing Agent I position working in the Lee County Department of Health.

This position is under the direct supervision of the Purchasing Supervisor - SES This position is responsible for work involving the procurement of commodities and services, fleet management, and inventory control for the Department of Health in Lee County.

Applies effective sourcing techniques to obtain best cost available for all purchases. Reviews purchase requisitions to ensure accuracy. Processes purchase orders, including, but not limited to, order creation, approval, tracking, reconciliation, problem resolution, and returns. Receives, inspects, and coordinates the delivery of all commodities ordered.

Processes purchasing card transactions in State Purchasing Card system. Ensure receipts and backup documentation for each transaction is available for review. Communicate discrepancies with card holders and purchasing supervisors.

Assists local fleet coordinator with tasks related to vehicle readiness, including, but not limited to, proper documentation in vehicles and driving vehicles to and from the county fleet maintenance facility.

Sorts and meters outgoing US mail by department for Postmaster pickup. Delivers outgoing post to bulk mail unit.

Delivers received commodities to various DOH-Lee sites per schedule.

Ensures that purchased assets meeting defined criteria are entered into the agency's inventory management system and tagged appropriately. Provides county personnel with inventory information as required.

Remains current on purchasing policies and procedures. Disseminates pertinent information and provides guidance to DOH-Lee staff.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities

Knowledge of principles, practices and procedures related to procurement.

Skilled in operating computers, printers, and scanners

Skilled in the use of Microsoft Excel

Skilled in the use of Microsoft Word

Skilled in the use of Microsoft Outlook

Skilled in collecting, interpreting, and analyzing data.

Skilled in arithmetic

Ability to organize and maintain filing systems.

Ability to interpret and apply rules, regulations, policies, and procedures.

Ability to prioritize individual workload.

Ability to communicate effectively verbally and in writing.

Ability to frequently bend, kneel, reach, and sit or stand for long periods of time.

Ability to lift and carry up to 50 pounds as needed.

Ability to work independently or with minimal supervision.

Ability to work with occasional loud noises.

Minimum Qualifications

Experince using Microsoft Office applications (Excel, Outlook, Word)

Ability to lift and carry up to 50 pounds

Ability to follow state or agency purchasing policies and procedures

Other job-related requirements for this position

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man‑made or natural.

Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.

Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.

This position will abide by all state and federal laws, rules, and DOH Policies and Procedures.

This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.

This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.
