Division Manager – Real Estate Development (Unclassified)
The Office of Strategic Growth (OSG) in the City of Cincinnati seeks a Division Manager of Real Estate Development. This leader will manage, direct, and coordinate program activities and operations of the Real Estate Development Division, advancing catalytic projects that expand the City’s tax base, increase housing production, and support neighborhood revitalization.

Key Responsibilities
- Supervise a team of professionals responsible for development underwriting, project management, incentive administration, capital deployment, and real estate transactions.
- Oversee the City’s portfolio of real estate development initiatives, development agreements, incentive programs, capital deployment tools, and real estate transactions.
- Coordinate division activities with other city departments, outside agencies, and the public on commercial, industrial, mixed‑use, and residential projects.
- Assign staff based on project complexity, intervene to resolve barriers, and advance strategic projects.
- Direct or support the most complex or high‑profile development projects as needed.
- Participate in coordinated site review processes to shepherd projects through entitlements and approvals with Planning, Buildings & Inspections, and other departments.
- Work closely with development finance and implementation partners to streamline application processes for funding across institutions.
- Prepare clear and concise technical reports, draft ordinances and code amendments.
- Communicate effectively, both orally and in writing, with city officials, community groups, and the general public.
Minimum Qualifications (KSAs)
- Economic development finance knowledge, theories and practices.
- Research methodologies and statistical procedures for analyzing information.
- Theories and practices related to commercial, industrial, mixed‑use, residential, and neighborhood real estate development.
- Concepts, objectives, and methods of housing, land development, and real estate financing.
- Administration, management information systems, budgeting, and reporting principles.
- Research and evaluation techniques.
- Project management best practices.
- City operations related to implementing the City’s economic development policies.
- Pertinent federal, state, and local laws, codes, and regulations related to real estate development.
- Management, supervision, training, and performance evaluation principles.
- Safety policies and procedures.

- Organize, direct, and coordinate activities involving other city departments, public agencies, and community groups.
- Develop and implement plans of action and strategies.
- Apply development and loan processing principles, procedures, and policies.
- Conduct technical reports, draft ordinances, and code amendments.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with a variety of stakeholders.
- Handle adversarial situations diplomatically.
Required Education and Experience
- Minimum of five years’ experience with real estate development, housing development, economic development finance, or public‑private development transactions.
- At least two years at a supervisory level strongly preferred.
- Bachelor’s degree in public or business administration, economics, finance, or a closely related field required.
- Master’s degree or professional certification from an accredited organization preferred; CDFI certification preferred.
Other Requirements
- Valid driver’s license required.
- Excellent communicator and team builder.
Military Education & Experience Evaluation
Military education and experience may be substituted for college‑level coursework on a case‑by‑case basis per the American Council on Education (ACE) Military Guide. Candidates should attach Joint Services Transcripts for evaluation.
Working and Physical Conditions
Environment: Office with some outdoor work, exposure to computer screens, construction sites, and varying conditions. Physical demands include prolonged sitting, standing, walking, moderate lifting, visual assessment, climbing, kneeling, bending, and operating a motor vehicle.
