Contract Specialist
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the position: This is a Contract Specialist, GS-1102-7/9/11 position located in Tulsa, OK. This may be filled at the GS-07 or 09, with promotion potential to the GS-11 or filled at full performance GS-11 level. Promotion to the full performance grade level is at the discretion of management. Serve as contract specialist responsible for pre-award and post-award functions for a variety of supply, service, A-E, and construction contracts. Formulates the contracting approach to be taken that will best satisfy the requirement. Provides guidance in the development of the statement of work and data requirements, determines the type of contract best suited to the requirement, and develops special clauses and terms and conditions applicable to the solicitation. Responds to inquiries, including formal protests and congressional inquiries. Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports. Terminates contracts for default or convenience and negotiates settlements. Negotiates settlements for changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for the 1102 series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience Required: GS-07: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Utilize procurement regulations, in order to perform recurring and developmental contracting assignments. Examples of such are: analyzing, evaluating and participating in negotiation of various cost elements and/or reviewing pricing and cost elements on contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Superior Academic Achievement (S.A.A): S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. GS-09: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Assist in the analysis/evaluation of cost elements on contracts using contract cost/price analysis principles and procedures; 2) review statistical, financial, and/or accounting analysis; and 3) assist with contract negotiations. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. GS-11: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Prepare solicitations that communicate requirements to industry; 2) evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 3) prepare proposals and process awards of contracts.
