The GME Employee Relations Specialist facilitates thedevelopment and implementation of GME specific policies required by the ACGMEand provides guidance to ensure compliance with institutional policies andcollective bargaining agreements. The role collaborates with housestafforganizations, DGSOM and UCLA Health Human Resources, program leadership, andGME leadership on matters involving fair treatment of residents and fellows,application of FMLA and disability accommodation policies, due process, and complaintresolution. Responsibilities include designing and administering procedures andplans related to workplace conduct, communications, and policy application, andapplying employee relations principles to resolve issues within the academicand clinical environment.
The position requires advanced knowledge of employeerelations, graduate medical education, University policies, and ACGMErequirements, along with the ability to analyze complex and novel situationsand manage programs involving strategy development, policy administration, andresource coordination. The specialist works closely with the GME Dean (DIO),the Director of UCLA Health Employee and Labor Relations, and Legal Affairs,and must demonstrate strong knowledge of employment laws including FMLA and CFRA,reasonable accommodation, VAWA and CANRA, HIPAA, HEERA, and EEOC, DFEH, and DOJrequirements. The role also conducts investigations related to harassment,hostile work environment, HIPAA, and workplace behavior, drafts proposals fornegotiations and settlements, and builds collaborative relationships withcampus and systemwide partners such as Title IX, Legal Affairs, ComplianceServices, Insurance and Risk Management, and the UC Office of the President.This is a hybrid position with an expectation to be available onsite as neededMonday through Friday during normal business hours.
Annual Salary Range: $78500.00 - 163600.00
Required:
- Seven (7) or more year's progressive experience in HR/employee relations
- Knowledge of ACGME requirements, health care industry/higher education; and experience in a union environment
- Understanding of Academic Due Process and the appeals process, and ability to provide guidance to the DIO and GME faculty
- Skill in writing concise, clear, relevant and persuasive documents, including correspondence, case analyses, investigative reports, policies, etc.
- Demonstrated presentation skills (i.e. trainings, panels)
- Knowledge of employment laws including FMLA/CFRA, Reasonable Accommodation, VAWA/CANRA, HIPAA, HEERA, contract interpretation, EEOC/DFEH/DOJ requirements
- Experience in conducting investigations of harassment allegations, including sexual harassment, hostile work environment, discrimination, HIPAA, workplace behavior.
- Ability to analyze and draft proposals for negotiations, settlements, and other employment agreements
- Ability to build relationships and work collaboratively with other UCLA offices (Title IX, Legal Affairs, Compliance Services, Insurance and Risk Management, etc.) and the UC Office of the President
- MS Office Suite proficiency (MS Word, Outlook, PowerPoint, etc.)
Preferred:
- Bachelor's degree in related area and/or equivalent experience/training (Master's degree preferred)
