Chief Executive Officer / Head Start Director
Quality Care Services, Inc. is seeking an experienced Chief Executive Officer (CEO) / Head Start Director to lead an established nonprofit organization dedicated to serving children and families. The CEO will provide strategic leadership and oversight to an organization supporting over 400 children and families with an annual operating budget exceeding $7 million.
Reporting directly to the Board of Directors and Policy Council, this role is responsible for ensuring the organization’s financial sustainability and mission-driven growth while maintaining the highest standards of service delivery across all programs, including Head Start and Early Head Start.
Key Responsibilities
Strategic Leadership
- Provide vision, direction, and motivation to employees, families, and volunteers.
- Lead strategic planning efforts and organizational growth initiatives.
- Evaluate organizational effectiveness and guide the agency toward continued long-term sustainability.
Governance & Board Relations
- Work closely with the Board of Directors and Policy Council to establish organizational priorities.
- Ensure open communication and transparent information flow between leadership, governance bodies, and staff.
- Support Board engagement in strategic planning and decision-making.
Operational Oversight
- Direct supervisor of Senior Management Staff.
- Direct all business and administrative operations to ensure efficiency and financial health.
- Establish organizational policies, procedures, and operational standards.
- Oversee compliance with local, state, and federal regulations, including Head Start Performance Standards.
- Provide leadership for the planning, design, implementation, and evaluation of Head Start, Early Head Start, and new program initiatives.
- Build systems and processes that ensure effective implementation and oversight of programs.
- Ensure programs align with the organization’s mission, philosophy, and regulatory requirements.
- Oversee budgeting, financial planning, forecasting, and resource allocation.
- Ensure the organization maintains strong financial oversight and accountability.
- Provide accurate financial and operational reports to leadership and governance bodies.
Community Engagement & Advocacy
- Represent Quality Care Services at local, state, regional, and national levels.
- Build strong partnerships with regulatory bodies, schools, social services agencies, and community leaders.
- Advocate for children, families, and early childhood education initiatives.
Leadership & Supervision
- Recruit, mentor, and supervise senior leadership, including directors overseeing:
- Early Head Start – Child Care Partnerships
- Direct Service Centers
- Human Resources
- Finance
- Information Technology
Qualifications
- A minimum of a Master’s Degree is required.
- A minimum of 5–7 years of senior executive leadership experience.
- Demonstrated experience managing programs and human resources in a nonprofit or human services organization.
- Strong knowledge of nonprofit financial management, including grants, budgeting, and resource allocation.
- Understanding of diverse communities and culturally responsive programming.
- Knowledge of regulatory and compliance environments.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Master’s Degree in Education, Early Childhood Education, Business Administration, Public Administration, Human Services, or related field.
- 5+ years of experience as a CEO or COO.
- 5–7 years of leadership experience in Head Start or early childhood education programs.
