Who we are and what we do:

The Office of Business and Finance (OBF) serves as the fiscal authority and a strategic partner within the Department of Finance & Administration. We provide centralized financial management, accounting, budgeting, and oversight to support agency operations across the State of Tennessee. Our work ensures responsible stewardship of public resources, compliance with state and federal requirements, and the delivery of accurate, timely financial information to leadership. How you make a difference in this role:

In this role, you will play a critical leadership role in ensuring financial integrity, compliance, and operational efficiency across the department. You will oversee key fiscal functions, support strategic decision-making, and help drive continuous improvement in financial processes. This role is ideal for a collaborative leader who thrives in a fast-paced environment and is passionate about public service and fiscal stewardship.

Key Responsibilities:

  1. Lead and oversee fiscal operations, including financial reporting, accounts receivable/payable, and regulatory compliance.
  2. Ensure timely and accurate completion of monthly, quarterly, and annual close processes in coordination with the Division of Accounts Direct preparation and submission of agency budgets, work program adjustments, and budget reversion summaries.
  3. Provide financial analysis and strategic recommendations to executive leadership.
  4. Strengthen enterprise risk management (ERM) practices and maintain effective internal controls.
  5. Support audit readiness and ensure compliance with applicable standards and policies.
  6. Develop and improve fiscal processes, procedures, and documentation.
  7. Collaborate with internal teams, central agencies, and legislative stakeholders.
  8. Supervise, mentor, and develop staff to build a high-performing team Support special projects, procurement activities, and contract oversight.

Minimum Qualifications:

Preferred Education and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting and experience equivalent to five or more years of full-time professional fiscal services and/or auditing work including, at least, one year of experience in the supervision of fiscal and/or auditing staff.
