Anticipated Starting Salary Range: $48,268 - $58,950

Full Salary Range: $48,268 - $75,865

Office Hours: Monday – Friday 8:00 a.m. – 5:00 p.m.

Reporting to the Director, performs duties utilizing agency and external contract, procurement and accounting principles in the maintenance of agency obligations and financial transactions through the Agency's internal accounting system.

Duties and Responsibilities

Reviews all requests for contracts to determine if needed documentation and supporting documents comply with Agency fiscal and procurement policies, applicable laws and rules.

Accurately read and interpret contract language such as dates and payment schedules.

Processes necessary obligating documents.

Prepares any affidavits required by law in the filing of obligation with the Illinois Office of the Comptroller (IOC).

Updates and/or resolves any issues that may occur after electronic submission in the Statewide Accounting Management System (SAMS).

Maintains contract files.

Works with the budget department to address funding.

Maintains the internal contract drive/archive.

Maintains vendor file in Management Information Database Accounting System (MIDAS).

Assists with the annual reporting of small business set aside program and business enterprise program.

Assists with both small and formal purchases as needed.

Point of contact for records retention.

Performs other duties as assigned.

Required Qualifications

Bachelor's degree in Accounting, Finance or Business Administration, or, a High School Diploma with a combination of four years of education, training and/or experience related to the duties of this position required. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)

Working knowledge of accounting, financial, or similar software database systems.

Excellent organization and time management skills.

Proficiency in Microsoft Word and Excel.

Excellent verbal and written communication skills.

Preferred Qualifications

Experience in bookkeeping or accounting.

Experience with the Statewide Accounting Management System (SAMS).

Experience reading and interpreting contract language.

Knowledge of state fiscal procedures which includes the obligation and vouchering process outlined in the Statewide Accounting Management System (SAMS).

Knowledge of state procurement procedures.
