
Program Director – Early Learning Program

JOB SUMMARY
Responsible for developing and maintaining the mission and vision of the Early Learning Program through coordinating and supervising all activities necessary to provide individualized services for children and their families enrolled in the program. Responsible for leading an effective Early Learning team including supervision of all professional/administrative staff in each office location. REPORTING RELATIONSHIPS Supervises the Developmental Specialists and Administrative Coordinators. Provides oversight for contractors.
DUTIES & ESSENTIAL JOB FUNCTIONS
Oversees implementation, coordination, evaluation, and reporting of the state ELP grant and fee for services. This includes grant writing; preparing quarterly and annual narrative reports; ensuring the database is maintained; and implementing the program in accordance with the state and grant regulations;
Develops and monitors the ELP budget and submits requests for funding as needed;
Performs supervisory functions for program staff: interviews, provides ongoing training and support, conducts performance reviews, initiates staff recognition, addresses performance issues and concerns, and facilitates regular staff meetings;
Develops and evaluates effective systems for staff training, public awareness, accepting referrals and division of caseloads;
Maintains a caseload of customers receiving services through the ELP. This includes evaluating, planning and implementing services in partnership with the families and other team members; provides assessments; supports and facilitates intervention strategies, family and child interactions as a primary context for learning and development;
Represents the program in the community, with other agencies and state networks.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of infant, toddler, and child development;
Ability to be a team leader to develop an effective service team;
Skilled in developing, evaluating, and coordinating systems for effective service delivery;
Ability to effectively develop and manage program and individual budgets and seek funding for unmet needs;
Skilled in oral and written communication and adapting style to be most effective for the given population;
Ability to work with culturally diverse populations including families, the public, peers, other employees and their supervisors;
Ability to effectively write grants and maintain grant requirements;
Skilled in organization, documentation and time management;
Skilled in effective problem solving and conflict resolution.
REQUIRED QUALIFICATIONS Master’s degree or equivalent in one of the following areas: early childhood education, early childhood special education, physical therapy, speech therapy or bachelor’s degree with speech language pathology – assistant.
Must be able to pass a criminal background check under agency guidelines and state regulations.
PREFFERED QUALIFICATIONS Experience with managing budgets and grant writing. Two years administrative and two years supervisory experience. Three years’ experience working with young children (birth to 3) in home based early intervention.
REQUIRED LICENSURE/CERTIFICATION Must possess and maintain a license in one of the following: Speech Language Pathology, or Physical Therapy or must possess a valid teaching certificate or licensure in the State of Alaska and must meet SEED level 11 or 12 state qualifications.
Must be able to obtain an Alaska Driver License and vehicle liability insurance.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT This position requires the ability to perform general office duties such as typing, using office equipment and minimal lifting. Work is performed in office, family’s homes and community settings. Requires traveling to home visits, traveling to outlying communities in small planes, ferries and/or boats and may include evening visits.
