TRAINING AND RECRUITMENT SPECIALIST Position #41678

$25.40/hour - $34.14/hour

This position offers a Trainee Status at the pay rate: $24.34 per hour

Candidates hired at a Trainee Status must meet minimum education/experience qualifications within one (1) year of hire date

SUMMARY To plan, develop, evaluate and conduct training and development programs for the purpose of enhancing staff effectiveness and improving customer service, as well as to draft program documents, coordinate implementation and maintain statistics related to department-wide recruitment and retention.

YOUR EXPERIENCE COUNTS Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in human resources, communications, business administration, business management, marketing, education, training, or a related field.

License/Certification: Valid driver’s license

Other Requirements:

Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency

Must be able to travel throughout the State and work in various office and environmental conditions

Trainee Option Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

RESPONSIBILITIES

Creates cost-effective and up-to-date training programs through researching current literature and obtaining materials and instructors from other state and federal agencies.

Coordinates and conducts training programs for agency staff to meet workforce development needs.

Tracks and analyzes training needs and recommends training to ensure that all laws, rules, policies and procedures are adhered to by DOT employees.

Conducts annual training needs assessments in conjunction with the Training and Development Manager throughout the Department.

Develops written procedures and documentation supporting recruitment and retention activities, recommends performance measures and benchmarks to monitor program activities, and submits quarterly reports.

Reviews availability of community resources and develops a community image for the Department for the purpose of drawing current and future applicants, including but not limited to attending “school to work” program activities, coordinating presentations to the American Society for Civil Engineers (ASCE), attending college recruitment fairs, planning recruitment events at employment security offices, commercial driving schools, minority and disadvantaged resources.

Coordinates the Engineer Training Program to ensure that new engineers are provided with a comprehensive learning experience as well as develops and oversees the Department Internship programs.

Coordinates the Department’s federal TRAC program, including recruitment of participating schools, recruiting and training of mentoring Department Engineers, coordinating funding, coordinating group programs and presentations.

Participates with the Training and Development Manager and Human Resources Administrator in Workforce Development initiatives.
