Senior Manager, Senior Counsel – US Commercial & Product (Pulse Network)

The Capital One Legal Department is seeking an experienced and collaborative corporate/commercial attorney to join our growing Global Payment Network Legal team. In this role, you will serve as a key strategic partner and important voice within the business. This role involves providing essential legal advice and support on a variety of commercial initiatives and debit transactions for the Pulse Network and Discover Network, working closely with business and legal partners across the organization. You will find that the Legal Department is not a “check the box” function but instead, an important voice and strategic partner in all aspects of the business.

About the Role The attorney will provide support for the Pulse Network on the US Commercial and Product team. The ideal candidate should have expertise in commercial contracting and banking.

Providing expert counsel and strategic guidance across a critical spectrum of areas, including:

commercial contracting and risk identification and mitigation

debit products, including regulatory overlays applicable to Debit (e.g., Durbin and Reg. II) and debit specific operational considerations (e.g., routing)

Pulse ATM products and global network footprint

Negotiating and drafting a variety of commercial agreements and providing legal advice on a broad range of matters impacting issuer and acquirer relationships

Supporting Debit and ATM related new product initiatives and innovation across the Pulse and Discover Networks

Supporting the development and maintenance of competitive rule sets for the Pulse Network

Identifying and supporting process improvements to promote agility in legal and related business operations, including contract template improvements

Partnering collaboratively with other internal counsel and business teams across the enterprise

Partnering with Risk and Compliance teams to ensure comprehensive support

Required Qualifications

Juris Doctor from an accredited law school

Active member in good standing of at least one state bar

At least 6 years of experience as an attorney in a law firm environment, at a government agency, as a military judge advocate, or as in‑house counsel

Ability to understand complex topics quickly with depth that allows for concise and simple advice

Problem solving mentality rather than thinking only like a legal technician

Excellent judgment with the ability to predict long‑term consequences

Growth mindset with an openness to new ideas, diverse perspectives, and unconventional solutions

Strong people skills – building collegial and effective relationships with colleagues and clients

Ownership mentality, thinking like an owner versus an employee

Solid time‑management skills with the ability to prioritize a significant volume of work and manage multiple deadlines

Excellent communication skills with the ability to influence others and write concisely

Preferred Qualifications

7+ years of experience as an attorney in a law firm environment, at a government agency, as a military judge advocate, or as in‑house counsel

Experience with card issuance processes

Experience in banking

Location & Compensation The minimum and maximum full‑time annual salaries for this role are listed below, by location:

McLean, VA: $200,700 – $229,100 for Senior Manager, Senior Counsel

New York, NY: $219,000 – $249,900 for Senior Manager, Senior Counsel

Riverwoods, IL: $182,500 – $208,300 for Senior Manager, Senior Counsel

This role is hybrid meaning associates spend 3 days per week in‑person at one of our offices listed on this job posting.

This role is eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long‑term incentives (LTI).
