Salary: $54,081.68 Annually
Employment Type: Executive Branch | Full Time | Eligible for Overtime Pay | 18A | 37.5 hr/wk
Description The Department of Criminal Justice Training (DOCJT) located in Richmond is Kentucky’s state‑of‑the‑art facility providing basic and advanced training for law enforcement officers and telecommunicators. As we continue to grow, we seek a highly skilled and motivated individual to join our procurement team.
As a Purchasing Agent I, you will issue solicitations, award contracts, and support the agency’s training mission. You should have knowledge of procurement policies and strong communication skills.
Responsibilities and Duties
Assist in establishing professional service contracts, including RFPs, competitive negotiation, and award processes, as well as complex requisitions for technical non‑professional services exceeding the agency’s small purchase authority.
Locate and purchase goods and services in a cost‑effective manner, providing accurate procurement information to DOCJT staff.
Establish agency accounts with vendors, ensure documents comply with state, finance, and department rules, and provide invoices and monthly Pro‑card documentation for timely payments.
Gather, review, develop, prepare, check, and maintain technical and highly sensitive records and reports.
Assist with other duties as needed and perform functions in various areas of the branch.
Preferred Knowledge, Skills and Abilities
Understanding of state procurement, KRS 45A, and Finance Cabinet policies; experience with eMars.
Ability to prepare RFPs in compliance with Model Procurement Code.
Detail‑oriented, well organized, and capable of working under pressure.
Analytical skills to review specifications and contract terms, and critical thinking to research issues and propose solutions.
Excellent written and verbal communication, including prompt feedback to customers.
Additional / Supplemental Information
Maintain a valid driver’s license.
Communicate in person or via technology.
Spend significant time using a computer.
Work overtime or alternate schedules.
Travel required; state vehicle provided.
