Contract Content and Social Media Manager 1. Organization overview Mother’s Outreach Network is a Washington, DC based nonprofit advancing family preservation and economic security through mom led organizing, direct support, legal and policy advocacy, and narrative change.
2. Purpose of this RFP Mother’s Outreach Network seeks proposals from qualified independent contractors to serve as a Content and Social Media Manager. The contractor will strengthen our public narrative, grow and engage supporters, and drive action across priority channels through high quality content planning, drafting, publishing, and performance optimization.
3. Engagement type and anticipated level of effort Level of effort: Approximately 20 hours per month, with flexibility during peak campaign moments
Term: Initial term expected to be three to six months, with an option to extend based on performance and funding
Primary scheduling and publishing tool: Hootsuite or an equivalent system designated by Mother’s Outreach Network
This engagement is intended to be structured as an independent contractor relationship with outcomes and deliverables defined by the organization, and with the contractor retaining control over the means and methods of work, consistent with IRS guidance on worker classification.
4. Objectives Build a consistent content engine aligned to organizational pillars, events, and campaigns
Increase reach and engagement among priority audiences in DC and beyond
Improve conversion to key actions, including donate, sign up, attend, share, and advocate
Establish a reliable workflow for planning, drafting, approvals, scheduling, and reporting
5. Scope of work The contractor will be responsible for strategy to execution across content drafting, visuals, short form video editing, publishing, community engagement, and reporting, within the monthly hour cap.
5.1 Strategy and content planning Develop and maintain a rolling monthly content calendar tied to campaigns, events, and timely policy moments
Propose weekly themes and repeatable series that reduce ad hoc requests and last minute scrambling
Identify what should be created, what can be repurposed, and what should be retired
5.2 Content drafting and copy development Draft platform optimized captions and post copy in the organization voice
Draft story text and supporter prompts
Draft short scripts or talking points for Reels and short videos, including clear calls to action
5.3 Visual content creation Create templated graphics and carousels using an agreed brand kit, typically in Canva or an equivalent tool
Produce event promo tiles, quote cards, and simple infographics that can be reused
5.4 Reels and short video Edit Reels and short videos using footage provided by Mother’s Outreach Network, including captions and basic cuts
Provide simple guidance for capturing usable footage when needed, such as shot lists and framing tips
Repurpose existing clips into new short form assets
5.5 Publishing and approvals Schedule and publish content using the organization’s scheduling tool
Maintain an approvals workflow with the Executive Director or designee
Perform quality checks for links, formatting, accessibility, and timing
5.6 Community management Monitor comments and messages during agreed time windows
Respond when appropriate using organization guidance and escalate sensitive issues promptly
Flag emerging narrative risks or misinformation trends impacting the mission
5.7 Analytics and reporting Provide a monthly performance snapshot and recommendations memo
Track top content, growth, reach, engagement, clicks, and conversion signals tied to organizational goals
Recommend test and learn improvements for the next month
6. Expected monthly deliverables for a 20 hour scope Proposers should recommend a realistic package. A typical month may include:

6A. Revision and approvals policy Included revisions: One round of edits per asset is included in the monthly retainer. An asset includes a feed post, carousel, story frame, or Reel edit.
Definition of a revision round: A revision round is one consolidated set of notes delivered at the same time.
Additional revisions: Additional revision rounds may be completed only if monthly hours remain, or billed as an add on at the contractor hourly rate.
Approvals timing: Mother’s Outreach Network will provide approvals or revision notes within an agreed review window so publishing timelines can be met.
6B. Assumptions about assets, footage, and timelines Source materials: Unless otherwise priced as an add on, Mother’s Outreach Network will provide source materials needed for content creation, including photos, video clips, logos, program details, and links.
Base video scope: Reels and short videos included in the base retainer assume provided footage and basic editing with captions and light motion elements.
Out of scope without add on pricing: Original filming, on site production, and heavy edits are out of scope unless added as a paid line item, because they can exceed a 20 hour monthly cap quickly.
Scheduling dependency: Publishing timelines depend on receiving source materials and approvals on time. If inputs or approvals arrive late, the contractor will propose the next best posting schedule within the remaining monthly hours.
7. Optional add ons Original filming and on site production
Advanced motion graphics and heavier video edits
Rapid response surge support beyond the monthly hour cap
Additional revision rounds beyond the included round
8. Proposal submission requirements Please include the following sections, in this order:
Vendor overview: Name, location, and primary contact
Relevant experience and portfolio: At least 3 examples, including one example involving a sensitive or higher risk topic
Approach and workplan: How you run planning, drafting, approvals, scheduling, and reporting
Proposed deliverables for 20 hours per month: Clear inclusions, exclusions, and assumptions
Pricing: Monthly retainer, hourly rate for add ons, and optional line item pricing
References: Two references, preferably from nonprofits or advocacy organizations
9. Selection criteria Demonstrated skill in content drafting, voice, and narrative judgment
Quality and relevance of portfolio, including short form video and visuals
Workflow strength, including calendar discipline, approvals, and quality checks
Ability to measure performance and recommend strategic adjustments
Mission alignment and cultural competence
Price and clarity of deliverables

11. Budget and compensation Mother’s Outreach Network anticipates selecting a proposal within a monthly retainer range of $1,800 to $2,200 for up to 20 hours per month, inclusive of the deliverables in Section 6 and the revision policy in Section 6A.
Proposers should include an hourly rate for approved add ons or work beyond the monthly cap, such as original filming, heavy edits, or surge support.
12. Terms and conditions Confidentiality: The selected contractor must keep nonpublic information confidential, including client related details, internal strategy, and draft materials.
Ownership: Mother’s Outreach Network will own final paid deliverables created under this engagement. Portfolio use is permitted only with written approval.
Independent contractor relationship: Both parties will structure the working relationship accordingly.
