Overview Salary range is $21.63 to $54.32 per hour with a midpoint of $37.02 per hour. Total compensation includes project-based premiums that reflect project complexity, political sensitivity, size, and strategic importance. New hires typically receive between minimum and midpoint of the base range; however, we may go higher based on experience, internal equity and market.

General Purpose Under general direction, provides assistance in the administration of the Right of Way Management Plan for drafting and routing routine and less complex Property Management agreements, including rights of entry, licenses, leases, easements, and related documents for incidental use of Sound Transit properties for signature, and for requesting federal transit administration (FTA) approval; conducts general research; reviews, edits, and interprets documents; obtains legal and risk management approvals; ensures compliance with all terms and conditions; and interacts with internal departments, outside agencies, governmental officials, tenants, licensees, and applicants to facilitate completing the process.

Essential Functions The following duties are representative of primary duties and responsibilities. Incumbents may not perform all duties and may be required to perform additional duties.

Drafts leases, licenses, easements, rights of entry, amendments and other real estate documents and related correspondence; reviews and negotiates comments; converts acquired agreements to Sound Transit templates; reviews and edits documents prepared by Property Management.

Assists with processing of less complex third party requests for use applications; prepares response packages; routes to appropriate departments and external entities; drafts legal documents upon approval; pursues FTA approval when appropriate; assists with revisions to the Right of Way Management Plan.

Conducts general research of project documents including permits, legal descriptions, parcel maps, and right of way maps to confirm ownerships, locations, and responsibilities.

Manages third party tenants, licensees, permittees, and contractors to ensure compliance with agreements and risk management policies; coordinates certificates of insurance; updates templates with latest requirements.

Prepares agreement summaries and database checklists; updates status reports and real estate tracking system.

Provides department support; serves on boards/committees; prepares staff reports; participates in professional groups; keeps abreast of trends; ensures compliance with laws, policies, and procedures.

May coordinate with property management Field Specialists as needed.

Minimum Qualifications Education and Experience:

Associate degree in Business Administration, Real Estate, Property Management or related field. Three years of experience in real estate including drafting and maintaining property management agreements (leases, licenses, rights of entry, easements) and right-of-way knowledge; or an equivalent combination of education and experience.

Required Knowledge and Skills:

Operations, services, and activities of real estate, right-of-way management, and property management programs.

Real estate principles related to right-of-way management.

Laws and instruments involved in real estate transactions and contracting.

Rental and lease agreements and procedures for negotiating such agreements.

Construction plans, legal descriptions, parcel maps, drawings; building and city codes.

Contract preparation and administration; customer service principles.

Project management techniques; federal, state, and local laws and regulations.

Record keeping; business writing; English language proficiency.

Office software and data management; spreadsheet and report preparation.

Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies and the public.

Interpreting and administering policies; negotiating property leases and agreements; reviewing complex real estate documents.

Interpreting and enforcing real estate leasing policies and procedures.

Reading and understanding complex real estate documents; project management concepts; data analysis and reporting; confidentiality; effective communication.
