Duties

Help

ITSPEC (DATAMGT) Oracle DBA responsibilities include but are not limited to the following:

Supporting Oracle system development and implementation : assist with designing and implementing Oracle-based systems for data acquisition, storage, and retrieval. Supporting Oracle database operations and performance : install, configure, and maintain Oracle database software; monitor performance; ensure backups and recovery operations. Providing user support and policy guidance : respond to user inquiries and explain established policies and procedures related to Oracle data systems. Evaluating and recommending database technologies : research emerging database solutions, assess current systems, and propose improvements for performance, reliability, and security. Contributing to security and continuity planning : develop and test continuity and access-security plans, applying information assurance principles in all data management activities. Requirements

Must be a U.S. Citizen. Must be at least 16 years old. Requires a probationary period if the requirement has not been met. Candidate required to obtain the necessary security/investigation level.

Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, both the Experience and the Specialized Experience listed below.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit.

AND

Specialized Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-11, in the Federal Service. Specialized experience is defined as all of the following:

1. Demonstrated experience supporting the design and implementation of Oracle databases.

Examples of experience indicators at this level may include the following:

- Development Environment: Modifying tables, indexes, and constraints to maintain referential integrity, enforce data-validation rules, and support a normalized schema.

- Test Environment: Executing data refreshes, validating patches, and performing functional and performance checks to ensure changes operate as expected.

- Staging Environment: Running controlled deployment scripts and conducting pre-production validation to confirm database changes are production ready.

2. Demonstrated experience supporting Oracle PL/SQL development.

Examples of experience indicators at this level may include the following:

- Developing PL/SQL procedures, functions, and/or triggers

- Writing and executing SQL queries and scripts

- Debugging PL/SQL code to correct errors

- Supporting release activities by testing PL/SQL components

3. Demonstrated experience supporting routine Oracle database operations.

Examples of experience indicators at this level may include the following:

- Assisting with the installation and configuration of database software.

- Maintaining data structures (e.g. tables and indexes) to support database integrity.

- Applying security patches and version upgrades to the database.

- Supporting backup and recovery processes to ensure data continuity.

- Troubleshooting operational issues to minimize database downtime.

Education

Education may not be substituted for experience at this level.
