Economic Development Specialist, Small Business
The purpose of this class within the organization is to manage and facilitate projects for an assigned department within the City of Rock Hill. General responsibilities include coordinating and implementing projects/programs that support commercial, retail, office, and industrial development; business attraction and retention; development of public facilities and infrastructure; marketing, small business development initiatives; and other economic development efforts. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Requires a bachelor's degree in business, economics or a related field. Requires a minimum of two years in project planning and management, economic development and/or urban planning or closely related experience. The equivalent combination of education and related work experience may be considered. Valid Driver's License Desirable Knowledge, Skills, and Abilities: General knowledge of economic development principles, commercial development, real estate, business, and financial principles. Excellent interpersonal, oral, and written communication skills. Ability to work productively with diverse individuals from different backgrounds (government, private sector, advocacy, non-profit organizations, community-based organizations, philanthropies, etc.) Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. Ability to work effectively both independently and collaboratively as a positive and contributing team member. Ability to prepare and give public presentations with confidence and professionalism. Ability to plan, organize, and prioritize daily assignments and work activities. Ability to assemble and analyze information and create written reports and/or presentations in a concise, clear, and effective manner. Ability to exercise independent judgment, discretion and initiative in completing assignments. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job. Essential Job Functions: Develops and executes key, high-level strategies, programs and policies in conjunction with the department Director and Administrator as it relates to supporting small and medium sized businesses in the Downtown, the Southside, and across all geographic areas of the City. Serves as an EUD staff liaison to the RHEDC Small Business and Entrepreneurship (SBE) Committee; manages projects and initiatives of the committee. Serves as a connector and builds initiatives for existing businesses that will ensure clear lines of communication and support small business success rates. Researches, recommends, and assists in the development of policies to benefit small and medium businesses in key commercial corridors. Serves as the internal staff liaison to city's Marketing & Communications team, managing all efforts related to economic development marketing, including developing and maintenance of the marketing calendar, digital and social media campaigns, print collateral content development and production, and marketing events. Serves as EUD staff lead for all RHEDC events, including RHEDC Board and Committee meetings, RHEDC Annual Meeting, fundraising events, networking events, and other special events. Supports the EUD liaison to the RHEDC Placemaking Committee, regularly attending all committee meetings and events, taking minutes, and managing placemaking projects and subcommittees as assigned. Leads in implementation of and coordination of public-private art funds negotiated as part of various development agreements. Researches and recommends grants to support the implementation of public/private projects within the city. Prepares and delivers presentations to elected officials, community interests, developers, and others to persuade or gain approvals. Leads or participates on city employee committees and project teams; leads or participates on project teams representing economic development interests. Delegates, provides technical assistance, and ensures adherence to city policy, and adherence to safety and industry standards. Conducts research and special projects for City Management; compiles annual or monthly reports; manages specific tasks or functions as assigned by department head or City Management. Performs all other duties as may be assigned to meet organizational needs. Additional Duties: Completes various administrative duties related to project management, department budgets, incentives, reports, etc. Accepts supervisory instructions and directions. Achieves specific and measurable performance output consistent with the department's Strategic Goals. Performs related work as assigned.
