
Proposal Writer (Part-Time Contractor)

The Proposal Writer is responsible for developing clear, persuasive, and strategically aligned written materials that support new business acquisition and contract expansion. This role transforms technical, creative, and operational input into compelling proposals that accurately reflect Steamroller’s capabilities, approach, and value.
The Proposal Writer partners closely with Business Development, Production and Development leadership on new opportunities as well as on change orders and scope expansions for active projects. They ensure proposal narratives are cohesive, compliant, well-structured, and aligned with both client expectations and internal execution realities. While this role may support scope adjustments on active projects, its primary focus is new business proposal development.
This role does not independently define scope, pricing, or delivery strategy. Instead, it synthesizes approved direction into structured documentation that supports confident client decision-making and strengthens Steamroller’s positioning.
This is a part-time on-site or hybrid contract role.
What you'll do
New Business Proposals
Collaborate with Business Development to develop responses for RFPs, ROMs, WAGs, and direct bid opportunities. Participate in internal discovery discussions with Business Development, Production, Creative, and Development to gather technical and strategic inputs. Analyze client requirements and ensure responses are aligned, complete, and structured for clarity based on client or internal deliverable matrices. Translate discovery conversations and strategic direction into compelling, client-facing proposal narratives. Draft executive summaries, technical approaches, scope narratives, timelines, and supporting documentation. Conduct targeted research to support positioning, industry relevance, and solution framing. Deliver polished, formatted proposals within defined timelines. Change Orders & Contract Expansion Support
Support Production in drafting documentation for approved change orders or contract expansions. Translate scope, schedule, and budget adjustments into clear, defensible, client-facing documentation aligned with the original contract framework and terminology. Assist in preparing supporting materials required for client approval. Proposal Systems & Documentation
Maintain and refine proposal templates, formatting standards, and reusable narrative components. Include budget information provided by Business Development and Production. Organize and maintain a library of past proposals and boilerplate language. Ensure version control and document clarity across active bids. Contribute to improving proposal workflows for clarity and efficiency. Research & Strategic Alignment
Develop working knowledge of Steamroller’s services, capabilities, and past projects. Research industry trends, client backgrounds, and competitive positioning when relevant. Ensure proposal positioning reflects Steamroller’s evolving technical, creative, and strategic direction. Identify opportunities to strengthen clarity, storytelling, and differentiation. Qualifications
Strong persuasive and technical writing skills. Ability to synthesize complex technical and creative information into structured narratives. Strong editing and proofreading discipline. Ability to manage multiple deadlines simultaneously. Clear written and verbal communication skills. Comfort collaborating across Business Development, Production, Development, and Creative teams. Proficiency in Google Suite and document formatting tools (Adobe Acrobat, Adobe Illustrator, Canva etc). Familiarity with proposal development processes (RFPs, ROMs, WAGs). Experience working in interactive development, gaming, attractions, or related industries preferred. 3+ years of experience in proposal writing, copywriting, technical writing, or similar B2B content development. Experience supporting contract change orders or scope documentation preferred.
