Director of Plant Operations

— Franklin, LA. This role reports to the Chief Financial Officer and is responsible for supervision and coordination of personnel and functions for the daily operation and maintenance of the physical plant facilities and equipment, Emergency Management, Security, and Bio-Med. This position plans, coordinates, inspects and manages all construction activities within the campus and serves as the Facilities Safety Officer, leading the Environment of Care, Safety and Security, and Emergency Preparedness Committees. Responsibilities and Accountabilities

Ensure integration of the Plant Operations department into the organization’s primary functions. Build collaborative relationships with senior leadership, directors, physicians, employees, patients/families and the community. Plan, organize, and control the Plant Operations department’s daily maintenance, Emergency Management, Security and Bio-Med activities. Maintain compliance with applicable codes, rules, standards and regulations; stay current with regulatory standards, and city, state and federal codes. Control utility usage and operate the energy management system; account for utility expenditures. Supervise and coordinate all personnel in daily operation and maintenance of the hospital’s physical plant facilities and equipment; staff, schedule and manage performance issues. Coordinate and manage construction activities and special projects as directed by hospital administration. Ensure safe care to patients by adhering to policies, procedures, and standards within budgetary specifications, including time management, supply management, productivity, and accuracy of practice. Promote professional growth and development; meet mandatory/continuing education requirements; support department goals; serve as preceptor, mentor and resource to less experienced staff. Oversee the Safety, Emergency Preparedness and Environment of Care committees. Plan, develop, implement and maintain a comprehensive Emergency Preparedness program; act as the content expert. Coordinate and summarize capital and significant operational requests to support Emergency Preparedness; present summaries to the CFO for review and approval. Coordinate fund recovery efforts during declared disasters in collaboration with the CFO; coordinate with FEMA and prepare required documents. Research grants related to emergency preparedness. Serve as the Facility Safety Officer. Conduct disaster drills in accordance with state and federal requirements. Operate, maintain and test Emergency Operations Center equipment and systems. Develop activation and operation procedures; evaluate drills and document findings. Maintain procedures and checklists for Incident Command System training and drills; ensure follow-up on improvements identified during drills. Interface with department personnel, neighboring agencies, local businesses, Red Cross, EMS, fire and police departments, utilities, county, TDH, FEMA, OES and other stakeholders for regional training and emergency preparedness programs. Attend required meetings for HPP and ASPR grant funding requirements (e.g., RHPC, SETRAC and West Corridor). Collaborate with Human Resources to design and implement hospital-wide and site-specific training for the Emergency Management Plan. Develop and implement appropriate policies and procedures. Ensure completion of employee records including payroll, performance evaluations, competencies, and personnel actions. Coordinate and participate in the development, implementation and evaluation of quality improvement processes; maintain quality control programs as appropriate. Participate in budget planning by recommending resources, including personnel, equipment and space. Provide 24-hour leadership accountability through delegation, sound decision making and critical thinking. Requisition and order tools, equipment and supplies for BBHS plant operation needs. Demonstrate adaptability, problem solving and professional behavior at all times. Participate in continuous Quality Improvement programs and adhere to BBHS policies. Maintain patient confidentiality and appropriate handling of PHI; maintain a safe work environment and report safety concerns. Perform other related duties as assigned. Desired Job Skills and Knowledge

High School Diploma required. Bachelor’s degree in engineering or related vocational/technical training preferred. Five years’ plant operations experience in a healthcare or hospital setting, with supervisory experience. Current, valid driver’s license required. Ability to read blueprints/equipment schematics; knowledge of building codes and regulatory requirements. Excellent customer service, project management and communication skills (written and oral).
