Human Resources Specialist for Bureau of Naval Personnel

You will serve as a Human Resources Specialist for the Bureau of Naval Personnel. Responsibilities include providing Human Resources (HR) support to managers and employees in preparing paperwork related to HR actions. You will collaborate with hiring managers to identify the most effective approach to filling a vacancy (e.g., reassignment, reinstatement, priority placement, promotions, and new appointments). You will advise management on recruitment strategies, short-and long-range staffing plans, special programs, recruitment relocations, and retention incentive programs. You will utilize various civilian personnel databases and systems maintaining documents and personnel files. You will explain basic rules, regulations, and policies regarding employment, provides assistance and guidance with in-processing requirements. Requirements include demonstrating at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing Human Resources Staffing services; utilizing various civilian personnel databases and systems maintaining documents and personnel files; as well as gathering missing data from HR files or records; retrieving reports and documents for distribution and in preparation of personnel action requests; performing audits and/or quality assurance of completed actions as well as ensuring completion of corrections, identifying trends and developing solutions to problems preventing recurrence; and researching and interpreting regulations, operational SOP's and directives to resolve general and difficult human resources issues and complaints. Education may substitute for experience in lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: 1 full year of graduate level education or superior academic achievement. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
