The
Health Engagement Specialist
supports the development and delivery of clear, accurate, and engaging communications that help employers and participants understand and navigate TRS ActiveCare health benefits. This role contributes to planning and executing communications projects, assists with publication development, and provides reliable editorial and technical writing support. Working closely with the Health Engagement team, Health Division staff, vendors, and other agency partners, the Specialist helps coordinate messaging, maintain communication standards, and ensure materials are consistent, timely, and aligned with TRS ActiveCare goals. The position plays a key role in creating data informed content, managing communication workflows, and supporting outreach efforts that strengthen engagement across diverse stakeholder groups. This vacancy will be filled at one of two levels - Health Engagement Specialist or Senior Health Engagement Specialist. Selected applicant will be offered the position that most closely matches their education and experience. Salary Range Health Engagement Specialist: $67,081-$83,852 Senior Health Engagement Specialist: $89,286-$111,608 What You Will Do Program Outreach & Communications (Specialist) Assists with development, review, coordination and editing of Health-related articles for TRS newsletters. Coordinates communication projects with internal teams, vendors, and contractors to support TRS ActiveCare outreach. Manages communication plans, schedules, and messaging to ensure timely, aligned, and engaging stakeholder communications. Contributes to long term communication strategies and conducts research to inform effective content and engagement approaches. Tracks and evaluates communication performance using available tools such as surveys to improve stakeholder engagement. Develops and maintains standards, procedures, and content for health engagement initiatives. Writes, edits, and reviews presentations, scripts, publications, and other health plan communication materials. Supports updates to TRS Health publications, policies, procedures, and website content, including vendor managed sites. Collaborates with vendors to ensure consistent messaging and adherence to communication standards. Assists with development and coordination of health related videos and digital content. Coordinates production and distribution of key materials such as enrollment guides, benefit booklets, administrative guides, ID cards, welcome kits, and required mailings. Proofreads and edits documents to ensure accuracy, clarity, and consistency. Partners with designers and consultants on imagery, color, and layout for TRS medical and pharmacy plan communications. Coordinates with TRS Health counsel and vendors to ensure forms and correspondence meet legislative and CMS requirements. Supports development and editing of health related content for TRS newsletters and updates. Program Outreach and Communication (Senior) Plans and executes annual employer and participant meetings and ongoing school district leader events, both in-person and virtual. Develops compelling proposals and presentations that promote TRS-ActiveCare to employers at district meetings, roundtables and conferences. Presents and supports TRS at health care events across the state and through webinars. Speaks with community and professional groups to identify needs and discuss plan effectiveness. Coordinates and conducts research and stakeholder engagement to identify and implement effective communications and content strategies. Serves as a consultant and contributor to health care articles, web content, forms, reports, and other documents. Assists with creating surveys and other tools to solicit feedback from TRS health plan participants and employers. Communications Strategy Works with the TRS ActiveCare Operations team to support the development and implementation of long term communication strategies that promote TRS ActiveCare. Assists in creating engagement measures by gathering and analyzing qualitative data to help identify trends and regional insights. (Senior coordinates) Helps develop and carry out targeted engagement methods that strengthen communication between TRS and district leadership. Collaborates with Health Division staff and vendors to research, review, and apply or assess effective, market leading communication practices that align with TRS ActiveCare goals. Program Administration Supports compliance with program policies, procedures, statutes, and rules. Assists in monitoring and evaluating the TRS District Ambassador annual workplan to help assess progress toward program goals. Uses data and visualization tools to help inform outreach strategies within the District Ambassador workplan. Coordinates with vendors on the development and delivery of communications materials to ensure alignment with TRS ActiveCare engagement efforts. (Senior oversees) Supports communications projects—including publications, emails, and web content—by helping maintain schedules, meeting deadlines, and aligning messages with key events and stakeholder needs. (Senior manages) Assists in reviewing and analyzing the potential impact of new or proposed legislation on TRS health plans. May assist with procurement related activities, such as contributing to RFP development, reviewing vendor submissions or selecting vendors, and supporting contract updates or modifying new contacts or renewals. Helps identify potential risks to TRS ActiveCare engagement initiatives and contributes to contingency planning. Performs related work as assigned. WHAT YOU WILL BRING: Required Education Bachelor's degree from an accredited college or university in Healthcare Administration, Public Policy, Public Health, Communications, Public Relations, Government Relations / Affairs, Advertising, Public Administration or a related field. High school diploma or equivalent and additional full-time experience in health care administration, government, communications, public relations, or outreach programs may substitute for the required education on an equivalent year-for- year basis. Required Experience Three (3) years of full-time directly related, progressively responsible experience in government, non-profit, health care, communications, outreach, marketing, engagement, public relations, sales or closely related experience. Five (5) years of full-time experience in communications, marketing, engagement, public relations, outreach, sales, or a related field. (Senior) Two (2) years of experience in public sector, non-profit, health care benefits engagement, or closely related experience. (Senior) A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis. Experience may be concurrent.
