The NYC Department of Design and Construction’s Division of Infrastructure is seeking a Deputy Director to join the Program Management Unit – Engineering & Support Services’ Front-End Planning (FEP) – Drainage Planning and Modeling / Capital / Scope Engineering. The successful candidate will lead in the efforts of providing Capital Project scope development support by evaluating current and future infrastructure improvement projects to support multiple City initiatives such as: Rezoning Planning and Assessments, Municipal Separate Storm Sewer System Permit (MS4), PlaNYC: Getting Sustainability Done, Climate Change and Coastal Resiliency along with support for ongoing City Programs and Initiatives.

Responsibilities

  • Lead capital project scope development by evaluating current and future infrastructure improvement projects to support City initiatives.
  • Perform hydraulics and hydrology analyses and modeling to provide scope development support for drainage study or alternative design analysis.
  • Develop or apply models to compare alternatives and perform cost-benefit analyses for capital scope development and feasibility studies.
  • Coordinate water resource planning efforts and provide Agency-wide technical support for current design projects and alternative design analysis.
  • Prepare reports and presentations of findings; conduct preliminary constructability analysis and preliminary quantity takeoff/cost estimates.
  • Attend meetings with sponsor Agencies and stakeholders; submit materials to City Agencies as part of capital project scope planning or feasibility studies when required.
  • Supervise and mentor staff on planning, evaluating, designing, and modeling presentations for multiple projects.
  • Engage in research and development efforts on advancing adoption of new technologies in sewer infrastructure.

Additional Scope

  • Oversee the Capital Project Scope Development Studies (CPSDs) portfolio for the Division of Infrastructure, sponsored by the Mayor’s Office of Management and Budget (OMB) for various project types from street improvements to drainage studies.
  • Coordinate with sponsor agencies for required justification documents to OMB and draft consultant task orders for proposed studies.
  • Collaborate with DEP programs such as Southeast Queens Initiative, Green Infrastructure, and Cloudburst; be familiar with DEP’s Drainage Criteria and Stormwater Management Plan and the Mayor’s Climate Resiliency Design Guidelines.
  • Supervise a team monitoring progress, addressing critical issues, reviewing project scope and conceptual/schematic designs, and managing consultants performing drainage planning, modeling, or CPSD studies.

ADM CONSTRUCTION PRJ MGR-NM - 8299A

Minimum Qualifications

At least six years of full-time satisfactory experience in construction management work on capital projects, each one of which must have had a dollar value of at least $15,000, and at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction; plus a combination of the following to total ten years of education and experience:

  • Full-time satisfactory experience in construction inspection on capital projects, each with a value of at least $15,000. One year of acceptable experience credited for each year of construction inspection experience up to a maximum of four years.
  • Full-time satisfactory experience in building construction as a journeyperson in one or more skilled building trades. One year credited for each year of journeyperson experience up to a maximum of four years.
  • Education in an accredited college leading to a bachelor’s degree in architecture, landscape architecture, or related engineering fields will be credited on the basis of 30 credits per year of acceptable experience up to a maximum of four years.

A New York State license as a professional engineer or registered architect or a license from a reciprocal state may be substituted for part of the education and experience, but all candidates must have at least six years of construction management experience including at least eighteen months in a managerial or consultative capacity.

License Requirements

Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.

Preferred Skills

  • Exceptional verbal and written communication skills in English.
  • Proficiency with ArcGIS and geospatial analysis tools to support planning and interagency coordination.
  • Ability to interpret drainage plans and perform hydraulic and hydrological calculations for QA/QC of drainage plans or proposals.
  • Willingness to learn H&H modeling (InfoWorks ICM and other programs such as SWMM).
  • Proficiency in Primavera P6 scheduling.
  • Familiarity with databases and performance tracking tools for capital projects (KPIs, cost estimating, scheduling).
  • Good interpersonal skills in dealing with clients, consultants, contractors, and staff at all levels.
  • Strong data analytics capabilities.
  • Proficiency in Microsoft Office; PowerBI is a plus; familiarity with AutoCAD.
  • Valid driver’s license (required).

Salary: $62,407.00 – $131,871.00
