Job Description The

Senior Database Administrator

will support the Health and Human Services Commission (HHSC) on the SCOR application. This role is responsible for performing advanced database administration tasks for applications with complex data models, workflows, and reporting requirements. The candidate will install, configure, upgrade, and maintain Oracle databases and infrastructure to ensure high availability and performance. The position requires close collaboration within an Agile (Scrum) environment, working with full-stack Java applications hosted on HHSC's cloud platform (Azure/AWS). The Senior Database Administrator will also lead database migration efforts, manage disaster recovery strategies, and ensure compliance with established architectural standards, guidelines, and policies.

Responsibilities

Install, configure, upgrade, and maintain Oracle databases and infrastructure to ensure high availability and performance. Lead the migration of on-premises Oracle databases to Oracle DB@Azure Cloud, including decoupling existing BLOB storage into data and Azure Blob Storage. Transition batch cron jobs to Oracle Database Jobs to enhance workflow automation and efficiency. Identify and resolve performance bottlenecks, and implement monitoring solutions to track database health, performance metrics, and storage capacity. Manage backup, restore, recovery, and disaster recovery strategies to ensure database integrity and continuity. Administer Oracle GoldenGate for efficient data replication. Develop and adhere to architectural standards, guidelines, policies, and procedures to ensure database environment integrity. Perform logical and physical data modeling, design relational database models, and create physical data models from logical data models. Assist with determining, implementing, and enhancing database security standards, and monitor agency disaster recovery procedures and systems. Ensure user interfaces for database administration and data input/output are compliant with EIR Accessibility standards, and provide support to users when accessibility issues arise. Requirements

Minimum Qualifications

10 years of experience in database administration. 8 years of experience with Oracle and Microsoft SQL. 8 years of experience in database design, analysis, and performance tuning. 8 years of experience designing enterprise applications and/or services. 8 years of experience creating technical and functional design documentation. 8 years of experience within the Software Development Life Cycle using Agile methodology (Scrum, for example). 8 years of experience with multi-tier system/application development (SOA, Microservices, 3-Tier applications, for example). Preferred Qualifications

6 years of experience with Extract, Transform, and Load (ETL) data from various sources into Azure SQL. 4 years of experience with large volume databases, high availability, and disaster recovery infrastructure. 4 years of experience converting and adapting database structures for cloud environments, specifically Azure. 3 years of experience configuring PowerBI environments and developing PowerBI reports. 3 years of experience in DevOps technology, including CI/CD pipeline and build and deployment tools such as Git. 3 years of experience with Azure. 2 years of experience migrating on-premises databases to cloud environments (preferably Azure). 1 year of experience with Azure certification. 1 year of experience with DBA Associate certifications. Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays.
