
Senior Real Estate Development Leader

Position Overview
Leumas is seeking a senior real estate development leader to build and lead our in-house development platform while serving as a trusted subject-matter expert to Public Housing Authorities (PHAs) and emerging developers. This is not a consulting-only role. The primary focus is hands-on leadership of Leumas' real estate development efforts, including multifamily, office, and retail projects on land we control.
The ideal candidate has successfully executed development projects from concept through stabilization and can apply that real-world experience internally and externally to strengthen affordable and workforce housing outcomes.
What You'll Own at LeumasAs Senior Development Lead, you will transform land and concepts into executable, financeable, and buildable projects.
Core responsibilities include:
Leading feasibility analysis, site planning, entitlement strategy, and development phasing
Shaping development concepts across multifamily, office, and neighborhood retail
Structuring capital stacks and advising on public and private financing strategies
Coordinating architects, engineers, contractors, attorneys, and capital partners
Guiding projects from concept through financing, construction, and stabilization
Serving as the internal bridge between development, finance, operations, and executive leadership
This role emphasizes building internally, not reviewing from the sidelines.
Housing Authority & Emerging Developer AdvisoryIn parallel with internal development work, you will provide technical assistance and advisory support to PHAs and small developers.
Responsibilities include:
Supporting PHA redevelopment efforts, RAD conversions, and new construction
Advising on site evaluation, deal structuring, predevelopment sequencing, and risk mitigation
Providing structured guidance, workshops, and training grounded in real execution
Advising PHAs on development strategy, partner selection, and project readiness
This work is built on credibility from hands-on development experience.
Program & Training SupportContribute to the design and delivery of development training programs
Translate complex development concepts into practical, decision-ready guidance
Support proposal development and execution when advisory services are included
Prepare clear reports and presentations for public-sector audiences
While some advisory work may be proposal-based, the role is not dependent on proposal awards.

Minimum 8 years of progressive experience in real estate development, affordable housing, or housing finance
Direct experience leading projects through multiple stages of the development lifecycle
Strong knowledge of public funding programs including LIHTC, Section 8, PBV, RAD, and state/local housing programs
Experience working with or advising PHAs, municipalities, or public agencies
Demonstrated ability to clearly explain development concepts to non-expert audiences
Bachelor's degree in Real Estate, Finance, Urban Planning, Public Administration, or related field required.
Master's degree preferred but not required for the right candidate.
Deep understanding of development finance, risk, and deal structuring
Strong feasibility and underwriting judgment
Experience leading cross-functional teams and external partners
Excellent written and verbal communication skills
Practical, execution-oriented, self-directed work style
