Duties

If selected at the GS-09 level, duties will be performed in a developmental capacity.

Performs a full range of contracting duties and responsibilities for assigned acquisitions, which may include acquisition planning, pre-solicitation, negotiation and award, contract termination, contract monitoring.

Review of complex invoices, contract modification, performance monitoring and feedback, resolution of performance problems and payments and pre and post-award contract review.

Performs market research and analysis to develop new sources.

Performs post-award functions to include contract administration.

Performs pre-award functions to include acquisition planning, solicitations, and negotiations.

Establishes long-term contracts.

Uses competitive Multiple Award Contract (MAC) programs and sole-source Indefinite Delivery Indefinite-Quantity (IDIQ) strategic contracts to procure items for the customer’s mission.

Prepares documentation for negotiations, discussions, and awards by developing pre-negotiation positions.

Negotiates terms and conditions (including fair and reasonable prices) and prepares business clearance post-negotiation documentation.

Requirements

Must be a U.S. citizen.

Tour of Duty: Flexible.

Security Requirements: Non-Critical Sensitive with Secret Access.

Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Fair Labor Standards Act (FLSA): Non-Exempt.

Qualifications

Basic Contracting Requirement:

A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000.

Specialized Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut‑off/closing date of the announcement. GS-11 Job Responsibilities

Applying contracting principles, laws, statutes, regulations, and procedures applicable to pre‑award and post‑award actions sufficient for a variety of supplies and services.

Planning and carrying out pre‑award and or post‑award procurement actions.

Independently working with federal contract administration policy, procedures, techniques, and evaluation/control methods sufficient to monitor prime and subcontractor performance.

Using negotiation techniques to solicit, award, monitor, and closeout/terminate assigned contracts.

Independently communicating through written communications and discussions with vendors/customers.

GS-09 Job Responsibilities

Knowledge of contracting principles, laws, statutes, regulations and procedures applicable to the acquisition of a variety of supplies and services.

Working with commonly used contract methods and contract types to prepare pre‑award and or post‑award procurement actions.

Soliciting, negotiating, awarding, monitoring, and closing out/terminating assigned requirements.

Interpreting and applying administration policies, procedures, techniques, and evaluation/control methods sufficient to monitor prime and subcontractor performance.

Negotiating and or administering contracts where the contracting actions are well defined and well precedented.

Education Substitution

GS-11: Ph.D. or equivalent doctoral degree or, three (3) full years of progressively higher‑level graduate education leading to such a degree or LL.M. if related.

GS-09: 2 full academic years of progressively higher‑level graduate education or master's or equivalent graduate degree or LL.B. or J.D.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
